科学发展观指导下我国城市规划决策改进研究

【摘要】：《美国大城市的死与生》一书中写道：城市具有生命力,如果单调、缺乏活力,只会导致自我毁灭。多样化、用途集中和充满活力的城市总会孕育出再生的种子,将滋生出足够的力量,最终解决发展中的问题和需求。而科学的城市规划决策正是激发城市内在活力的“原动力”,它能指明城市发展的方向和目标,继而合理布局城市空间,完善城市功能,公平分配资源,优化人居环境,实现公众利益,使城市这个复杂的“生命体”有序、快速、持续地生长,反之亦然。科学发展观是以胡锦涛为核心的第四代中央领导集体解放思想、实事求是、进行理论创新的重大成果,它强调发展是第一要务,以人为本是核心,全面协调可持续发展是基本要求,其根本方法在于统筹兼顾。它是联合国倡导的一个科学的发展观,也是我们党的重大战略思想,对我国城市规划决策工作提出了更高的要求,也提供了重要的理念指导。科学发展观对我国城市规划决策的价值诉求主要有：以落实“以人为本”为核心价值,以促进城乡统筹和区域协调发展为根本目标,以推进新型城镇化为首要任务,以走可持续发展道路为基本路径等。当前,我国正致力于推进新型城镇化建设,如何秉持科学发展观的价值理念,做好城市规划决策工作,已成为一个值得研究的重要课题。尽管近些年来,我国在城市规划决策中开始重视科学发展理念的指导、通过增强公众参与和坚持依法规划以贯彻落实科学发展观等,但目前仍存在着城市规划决策不时偏离“以人为本”的核心价值理念,城市规划决策缺乏统筹与可持续发展能力,城市规划决策的多元参与和民主化程度不够,城市规划依法决策与程序化决策还较为欠缺等一系列问题。本文旨在结合科学发展观对城市规划决策的价值诉求,在分析当前城市规划决策存在问题及其原因的基础之上,合理吸收与借鉴国外城市规划决策积累的有益经验,探求新型城镇化建设形势下改进城市规划决策工作的思路与可行途径,以充分发挥城市规划“龙头”的引领与调控作用,最终实现城市规划决策的科学化、民主化和法制化,实现城市科学与可持续发展。
[Abstract]:"The death and life of the great cities of the United States" wrote that the city has vitality. If it is monotonous and undynamic, it will only lead to self destruction. Diversity, use and vitality will give birth to the seeds of regeneration, which will produce enough power to solve the problems and needs of development. It is the "original motive force" to stimulate the inner vitality of the city. It can point out the direction and target of urban development, then rationally arrange the urban space, improve the function of the city, distribute the resources fairly, optimize the living environment, realize the public interest, make the city this complex "life body" in order, fast and continuous, and vice versa. And vice versa. Scientific Outlook on Development is the same. Hu Jintao is the core leader of the fourth generation of central leadership to emancipate the mind, seek truth from facts and carry out great achievements in theoretical innovation. It emphasizes that development is the first important task, that people first is the core, and the basic requirement is to coordinate the sustainable development in an all-round way. Its fundamental method lies in all consideration. It is a scientific development concept advocated by the United Nations, and it is also us. The important strategic thought of the party has put forward higher requirements for the decision making of urban planning in China, and also provides important guiding principles. The value appeal of Scientific Outlook on Development to our city planning decision is mainly as follows: Taking the "people-oriented" as the core value, promoting the unified development of urban and rural areas and regional coordinated development as the fundamental goal, and promoting the new development. Type urbanization is the primary task, taking the road of sustainable development as the basic path. At present, our country is working to promote the construction of new urbanization. How to uphold the value concept of Scientific Outlook on Development and do a good job in urban planning and decision-making has become an important subject worthy of study. Although in recent years, China has started in the urban planning decision. We should attach importance to the guidance of the concept of scientific development. By strengthening public participation and adhering to the planning of the Scientific Outlook on Development according to the law, there are still the core values of urban planning decisions that deviate from "people-oriented" from time to time, and the urban planning decisions are lacking in overall planning and sustainable development, and the multiple participation and people of urban planning decisions are involved and people. A series of problems, such as the insufficient degree of ownership, the decision making and the procedural decision of urban planning, are still short of a series of problems. The purpose of this paper is to combine the value demands of Scientific Outlook on Development to the urban planning decision, and on the basis of the analysis of the existing problems and causes of the current urban planning decisions and the benefit of rational absorption and reference to the accumulation of foreign urban planning decisions. In order to make full use of the leading and regulating role of "leading" in urban planning, the scientific, democratic and legal system of urban planning and the realization of urban science and sustainable development are realized.
