宁远县城市防洪工程后评价研究

【摘要】：本文基于水利建设项目后评价理论,选取湖南省洪水管理项目中的子项目宁远县城市防洪工程作为研究对象,采用综合比较法和成功度法对其进行后评价。后评价包括过程、防洪效益、环境影响、水土保持、移民安置、社会影响、目标和可持续性评价等方面内容,得出以下主要结论：(1)针对宁远县城市防洪工程项目建设周期内各阶段的工作情况,对本项目的建设过程、运行管理工作的程序和质量分别进行分析评价,对工作中存在的不足之处提出了建议。(2)将宁远县城市防洪工程的防洪效益划分为经济效益和社会效益。以经济效益的计算值作为本项目的防洪效益值,用定性方法分析了社会效益。得出宁远县城市防洪工程的2013年直接经济效益为945万元,采用系数法估算得出本项目的间接经济效益为198万元。(3)分析了本项目对环境保护、水土保持、建设征地移民安置的影响,提出了应当采取的措施,并且对比了实际工程中执行措施的情况,以此来进行了本项目的环境、水土保持、征地移民安置评价。评价结果表明：宁远县城市防洪工程环境、水土保护措施实施到位,征地移民安置工作无遗留问题,并对以上工作的不足之处提出了建议。(4)在分析宁远县城市防洪工程项目建成后对社会发展、社会环境和区域经济发展影响的基础上,确定了社会影响评价指标,对本项目的社会影响进行了评价；在分析宁远县城市防洪工程项目建成后对原目标的实现程度、项目持续运行的内外部条件的基础上,对项目的目标和可持续性开展了评价。评价结果表明：宁远县城市防洪工程项目实施后的社会影响积极、良好,项目对原定目标的实现程度较高,项目的可持续性良好。后评价总结果表明：宁远县城市防洪工程保障了宁远县防洪排涝安全,其前期工作扎实成功,实施过程规范有序,生产准备完善,验收理想,运行管理规范标准,项目运行状况良好,防洪效益显著,环境保护措施实施到位,促进了区域社会、经济发展。
[Abstract]:Based on the post-evaluation theory of water conservancy construction project, this paper selects the sub-project of flood management project of Hunan Province Ningyuan County urban flood control project as the research object, and adopts the comprehensive comparison method and the success degree method to carry on the post-evaluation to it. Post-evaluation includes process, flood control benefits, environmental impact, soil and water conservation, resettlement, social impact, objective and sustainability assessment, etc. The main conclusions are as follows: (1) according to the working situation of each stage in the construction cycle of the urban flood control project in Ningyuan County, the construction process, the procedure and the quality of the operation and management of the project are analyzed and evaluated respectively. Some suggestions on the shortcomings of the work are put forward. (2) the flood control benefits of urban flood control projects in Ningyuan County are divided into economic and social benefits. Taking the calculated value of economic benefit as the value of flood control benefit of this project, the social benefit is analyzed by qualitative method. It is concluded that the direct economic benefit of urban flood control project in Ningyuan County is 9.45 million yuan in 2013, and the indirect economic benefit of this project is 1.98 million yuan by using coefficient method. (3) the environmental protection and soil and water conservation of this project are analyzed. This paper puts forward the measures to be taken and compares the implementation of the measures in the actual project to evaluate the environment, soil and water conservation, land requisition and resettlement of the project. The evaluation results show that the environment of urban flood control works in Ningyuan County, the implementation of soil and water conservation measures in place, and the resettlement of land requisitioners have no remaining problems. And put forward some suggestions to the deficiency of the above work. (4) on the basis of analyzing the impact on the social development, social environment and regional economic development after the completion of the urban flood control project in Ningyuan County, the social impact assessment index is determined. The social impact of the project is evaluated and the objective and sustainability of the project are evaluated on the basis of analyzing the degree of realization of the original goal after the completion of the urban flood control project in Ningyuan County and the internal and external conditions for the continuous operation of the project. The evaluation results show that the social impact of the urban flood control project in Ningyuan County is positive and good, the degree of realization of the original target is higher, and the sustainability of the project is good. The results of post-evaluation show that the urban flood control project in Ningyuan county has guaranteed the safety of flood control and drainage in Ningyuan County, its preliminary work has been solid and successful, the process of implementation has been orderly, the production preparation has been perfect, the acceptance is ideal, and the standard of operation and management has been achieved. The project is in good condition, the benefit of flood control is remarkable, the environmental protection measures are in place, and the regional social and economic development is promoted.
