航天某院青年公寓项目风险管理研究

【摘要】:为了缓解研究院员工的住房问题和对生活设施的需求问题,航天某院拟投建青年公寓项目,构建青年住宅和商业中心。由于青年公寓项目属于商业开发项目,存在一定的风险。本文旨在对青年公寓项目的风险管理进行研究,识别项目中存在的风险因素,对风险因素的影响进行评价,针对不同影响程度的风险因素提出应对措施,确保项目的成功实施。风险体系的构建是风险管理的基础,本文首先采用专家调查法构建了青年公寓项目的风险管理体系,青年公寓项目决策阶段的风险因素包括项目可行性分析风险、政策变动风险、经济波动风险、区位选择风险;项目准备阶段的风险因素包括土地风险、项目发包风险、项目财务风险、项目合同风险;项目实施阶段的风险因素包括项目施工质量风险、项目施工成本风险、项目施工安全风险、项目施工进度风险;项目经营阶段的风险因素包括房源分配风险、商业区招商风险、物业管理风险。对风险因素进行评估明确风险管理重点的重要途径,本文采用层次分析法对以上风险因素进行了评估,青年公寓项目的重要风险包括政策变动风险、施工进度风险、商业区招商风险、项目合同风险、项目财务风险、项目可行性分析风险、项目施工质量风险;一般风险包括物业管理风险、经济波动风险、房源分配风险、施工成本风险、施工安全风险;轻微风险包括土地风险、项目发包风险、区位选择风险。结合风险因素的影响程度和应对策略,本文针对不同影响的风险因素提出了风险应对方案,针对项目可行性分析风险采取风险回避的应对策略;针对施工质量风险、施工成本风险、施工进度风险、物业管理风险采取风险转移的应对策略;针对政策变动风险、经济波动风险、项目发包风险、项目财务风险、项目合同风险、施工安全风险、房源分配风险采取风险减轻的应对策略;针对区位选择风险、土地风险采取风险自留的应对策略。本文提出了针对影响程度不同的风险因素的应对措施,有利于青年公寓建设项目的成功实施。此外,本文也可以为航天系统的其他企业在实施房地产建设项目时的风险管控提供参考。
[Abstract]:In order to alleviate the housing problem and the need for living facilities for the staff of the institute, a college of spaceflight is planning to build a youth apartment project to build a youth housing and business center. Because the youth apartment project belongs to the commercial development project, there is certain risk. The purpose of this paper is to study the risk management of the youth apartment project, identify the risk factors existing in the project, evaluate the impact of the risk factors, and propose countermeasures to ensure the successful implementation of the project. The construction of risk system is the basis of risk management. Firstly, this paper constructs the risk management system of youth apartment project by means of expert investigation. The risk factors in the decision-making stage of youth apartment project include the risk of project feasibility analysis. Policy change risk, economic fluctuation risk, location choice risk; The risk factors in the stage of project preparation include land risk, project contract risk, project financial risk and project contract risk. The risk factors in the stage of project implementation include the risk of project construction quality, the risk of project construction cost, the risk of project construction safety, the risk of project construction schedule; The risk factors in the stage of project management include the risk of housing allocation, the risk of attracting investment in commercial district, and the risk of property management. This paper uses AHP to evaluate the risk factors mentioned above. The important risks of the youth apartment project include the risk of policy change, the risk of construction schedule, and the risk of construction progress. Commercial district investment risk, project contract risk, project financial risk, project feasibility analysis risk, project construction quality risk; General risk includes property management risk, economic fluctuation risk, housing allocation risk, construction cost risk, construction safety risk; minor risk includes land risk, project contract risk, location choice risk. Combined with the degree of risk factors and coping strategies, this paper puts forward a risk response plan for different risk factors, and adopts a risk avoidance strategy in view of the project feasibility analysis. Aiming at construction quality risk, construction cost risk, construction schedule risk and property management risk, risk transfer strategy should be adopted. Aiming at policy change risk, economic fluctuation risk, project contract risk, project financial risk, project contract risk, construction safety risk, housing allocation risk, risk mitigation strategy should be adopted. In view of the risk of location selection, land risk should be kept at risk. This paper puts forward the countermeasures against the risk factors of different degree of influence, which is beneficial to the successful implementation of the youth apartment construction project. In addition, this paper can also provide a reference for other spaceflight enterprises to carry out real estate construction project risk control.
