天津市滨海新区中部新城区域产业发展研究

【摘要】：天津滨海新区上升为国家战略后,肩负着整合区域发展要素,发挥区域增长极作用,带动环渤海乃至我国北方地区经济增长的使命。2011年,天津市政府通过了《滨海新区盐田规划和中部新城规划》,滨海新区中部新城进入了新的发展阶段。中部新城发展定位需要重新规划调整,区域产业结构需要进一步优化。针对中部新城区域产业发展中的问题,如何采取有效的因应措施,缓解滨海新区中部新城区域产业发展中的困境和压力,成为急需解决的重要课题。本文采用文献研究、统计分析法、比较研究、案例分析结合理论研究法,基于区域产业发展相关基础理论,对区域产业协调发展概念进行界定,对区域产业发展相关理论以及区域产业协调发展机制进行分析讨论。对国内外区域产业发展的美国模式、英国模式、日本模式,以及我国珠三角、长三角区域产业发展模式进行了比较研究。对滨海新区中部新城区域产业发展外部环境进行了分析,深入分析滨海新区中部新城区域发展现状,剖析中部新城区域产业发展中存在的区域经济总量相对较小、支柱产业缺乏优势、产业链条不完善自主创新能力不足、民营经济所占比重偏小等问题。在进行滨海新区中部新城产业发展SWOT分析的基础上,提出中部新城产业发展思路、目标、原则和战略定位;探讨适合中部新城区域产业发展的战略。提出优化中部新城区域产业结构、强化区域产业合作发展、提高区域产业创新能力、优化区域产业空间布局的促进中部新城区域产业协调发展举措;以及营造良好的区域产业协调发展环境,加强专业人才培养的措施保障,以促进滨海新区中部新城区域产业的持续发展。
[Abstract]:After Tianjin Binhai New area has become a national strategy, it is shouldering the mission of integrating regional development elements, giving play to the role of regional growth poles, and driving economic growth around the Bohai Sea and even in the northern region of China. In 2011, The Tianjin Municipal Government has adopted the "Salt Field Planning and the Central New Town Planning" in Binhai New area, and the New Town in the Central Binhai New area has entered a new stage of development. The development orientation of the central new city needs to be replanned and adjusted, and the regional industrial structure needs to be further optimized. In view of the problems in the regional industrial development of the new central city, how to take effective countermeasures to alleviate the difficulties and pressures in the development of the regional industry of the new central city in Binhai New area has become an important subject that needs to be solved urgently. In this paper, the concept of coordinated development of regional industry is defined by literature research, statistical analysis, comparative study, case analysis and theoretical research, based on the relevant basic theories of regional industrial development. The related theories of regional industrial development and the mechanism of regional industrial coordinated development are analyzed and discussed. This paper makes a comparative study of the American model, the British model, the Japanese model and the regional industrial development model of the Pearl River Delta and the Yangtze River Delta in China. This paper analyzes the external environment of the regional industrial development in the central part of Binhai New area, deeply analyzes the present situation of the development of the new city region in the middle part of the Binhai New area, and analyzes that the total amount of regional economy in the regional industrial development of the central new town is relatively small. The mainstay industry lacks the advantage, the industrial chain is not perfect, the independent innovation ability is insufficient, the proportion of the private economy is small, and so on. On the basis of SWOT analysis of the industrial development of the central new town in Binhai New area, this paper puts forward the ideas, objectives, principles and strategic orientation of the industrial development of the central new town, and probes into the strategy suitable for the development of the regional industry in the new town of central China. To optimize the regional industrial structure, strengthen the regional industrial cooperation and development, improve the regional industrial innovation ability, optimize the regional industrial spatial layout to promote the coordinated development of regional industry in the central New City; In order to promote the sustainable development of the regional industry in the central part of Binhai New area, we should create a good environment for the coordinated development of regional industries and strengthen the measures to ensure the training of professionals.
