重庆市家庭农场发展的制约因素及对策研究

【摘要】：近年来,随着经济社会的持续发展,重庆的农业经营方式逐渐向适度规模经营转变,家庭农场作为新型经营主体,是推动农业适度规模经营的重要组织形式之一。家庭农场具有很强的生命力:家庭农场是农户家庭承包经营模式的延续,保留了传统农户家庭承包经营的全部优点;同时通过扩大经营规模,有效地解决了农户在家庭承包经营中面临的问题。可以说,适度规模的家庭农场是发展现代农业的组织基础,是我国农业驶入发展快车道的必经之路。本文通过对国内外文献的梳理和分析,总结出了国内外家庭农场研究的历史进程;分析阐释了家庭农场的基本概念,介绍了本文所运用的家庭农场相关理论;然后采用实地调查走访和统计数据分析相结合的方式,总结了重庆家庭农场的经营规模、产业分布、人员构成等现实情况;依据数据分析和实地调查情况梳理出制约重庆家庭农场发展的关键因素:法律政策有待完善、土地流转制度不健全、发展资金严重不足、社会化服务体系不健全、经营能力亟待提高等;通过借鉴国外和国内发展经验及启示,结合重庆自身实际,运用公共管理的知识针对制约因素提出对策建议:建立健全家庭农场法律法规、规范土地流转行为、加大金融支持和财政扶持、提升农业社会化服务水平、培育高素质家庭农场主等。
[Abstract]:In recent years, with the sustainable development of economy and society, the mode of agricultural management in Chongqing has gradually changed to moderate scale management. As a new type of management main body, family farm is one of the important organizational forms to promote the moderate scale management of agriculture. Family farm has strong vitality: family farm is the continuation of household contract management mode, which retains all the advantages of traditional household contract management; At the same time, by expanding the scale of management, it effectively solves the problems faced by farmers in household contract management. It can be said that the moderate scale family farm is the organizational basis for the development of modern agriculture and the only way for our agriculture to enter the fast track of development. This paper summarizes the historical process of family farm research at home and abroad, analyzes the basic concept of family farm, and introduces the related theory of family farm. Then, the paper sums up the real situation of the family farm in Chongqing, such as the scale of management, the distribution of industry, the composition of personnel and so on, by the way of field investigation and statistical data analysis. According to the data analysis and field investigation, the key factors restricting the development of Chongqing family farm are sorted out: the laws and policies need to be improved, the land circulation system is not perfect, the development funds are seriously insufficient, and the socialized service system is not perfect. The management ability needs to be improved urgently; Through drawing lessons from foreign and domestic development experience and inspiration, combining with Chongqing's own reality, using the knowledge of public management to put forward countermeasures and suggestions for restricting factors: establishing and perfecting family farm laws and regulations, standardizing the behavior of land circulation, Increase financial and financial support, improve the level of socialized agricultural services, cultivate high-quality family farmers and so on.
