基于模糊层次分析法的ZY科研项目绩效评价的指标构建

【摘要】:油田科研项目的绩效评价是指油田科研单位按照相关的标准和流程,运用合理、科学的评价方法,在油田科研项目完成后对相关项目的组织管理、技术成果、经济效益、社会效益、环境保护效益、资金情况、财务制度等各个方面进行综合评价,并对评价结果反映的薄弱环节提出改进建议。本文采用F-AHP(模糊层次分析评价法),在构建了油田科研项目绩效评价的指标基础上,评价了ZY项目的绩效情况。通过评价,发现科研项目管理中存在的问题,,以便提高油田科研项目的管理水平。 本文论述了科技项目绩效评价的现状和模糊层次综合评价法的基本原理,阐明了油田科研项目绩效评价的必要性;利用文献分析法对国内外科技项目评价的文献进行归类和分析。并结合研究单位各专家的意见,拟建油田科研项目绩效评价指标体系,该体系包含七个一级指标和十六个二级指标:采用层次分析法确定指标体系权重及权重的归一化处理,结合模糊理论构建模糊综合评价模型。最后对ZY项目进行绩效评价,评价结果如下:总体项目绩效等级为良好。其中项目的组织管理水平、财务管理制度落入优秀区域;项目技术成果、项目资金情况落入良好区域;项目经济效益、项目社会效益及环境保护效益落入合格区域;针对评价结果以及各二级指标的权重关系,本文提出了完善油田科研项目管理的建议和对策。
[Abstract]:The performance evaluation of oil field scientific research projects refers to the organization, management, technical achievements, economic benefits of the relevant projects after the completion of the oil field scientific research projects by the oilfield scientific research units in accordance with the relevant standards and processes, using reasonable and scientific evaluation methods,Social benefit, environmental protection benefit, capital situation, financial system and other aspects are comprehensively evaluated, and suggestions for improving the weak links reflected in the evaluation results are put forward.In this paper, F-AHP (Fuzzy Analytical hierarchy process) method is used to evaluate the performance of ZY project on the basis of constructing the performance evaluation index of oilfield scientific research project.The problems existing in the management of scientific research projects are found through evaluation in order to improve the management level of scientific research projects in oil fields.This paper discusses the present situation of scientific and technological project performance evaluation and the basic principle of fuzzy hierarchy comprehensive evaluation method, and expounds the necessity of oilfield scientific research project performance evaluation.Literature analysis method is used to classify and analyze the literature of science and technology project evaluation at home and abroad.Combined with the opinions of the experts of the research units, it is proposed to build the performance evaluation index system of oilfield scientific research projects. The system consists of seven first-grade indexes and sixteen second-class indexes: the weight of the index system is determined by AHP and the normalized treatment of the weight of the index system is determined.Combined with fuzzy theory, the fuzzy comprehensive evaluation model is constructed.Finally, ZY project performance evaluation, the evaluation results are as follows: the overall project performance rating is good.Among them, the level of organization and management of the project, the financial management system falls into the excellent area, the technical achievements of the project fall into the good area, the economic benefit of the project, the social benefit of the project and the environmental protection benefit fall into the qualified area;In view of the evaluation results and the weight relation of the secondary indexes, this paper puts forward some suggestions and countermeasures to perfect the management of oilfield scientific research projects.
