苏南县域经济效率及其影响因素研究

【摘要】：全面建成小康社会的关键在于“三农”问题的解决，而县域的发展是解决“三农”问题的关键。改革开放以来，特别是我国加入世界贸易组织和上海浦东开发开放以来，苏南县域经济发展取得了令人瞩目的成就，，为该地区“三农”问题的解决和率先全面建成小康社会奠定了坚实的基础。然而在苏南县域经济快速发展的过程中也积累了一些矛盾和问题，如竞争力不强、附加值偏低等。目前，针对这些问题的研究虽然很多，但从效率视角出发探讨县域经济和苏南县域发展的研究却很少见，这就为本研究的开展提供了空间。首先，本文从发展概况、特点和存在问题三方面详细梳理了苏南县域经济的发展现状。结果表明，不论从总量和人均指标，还是从发展速度和结构状况来分析，苏南县域经济成就巨大，且有外向型程度高、民营经济发展活跃和依托乡镇集体企业三大特点。但也存在发展不平衡、城乡差距大、对外依赖强等问题。其次，在构建包含生态指标的苏南县域经济效率评价指标体系后，利用数据包络分析法（DEA）中的CCR、BCC和DEA-Malmquist模型，从静态和动态两个角度研究了苏南县域经济效率和全要素生产率（TFP）变化情况。研究发现，苏南县域当前的平均经济效率并不高，且过去十一年间，除苏南县域TFP总体上处于改善状态外，纯技术效率和规模效率都处于恶化状态。再次，在合理选择县域经济效率影响因素并对其进行量化表征的基础上，本文利用2002-2012年苏南各县市的经济效率及其影响因素的面板数据，建立起多元线性个体随机效应模型。回归结果表明，金融深化水平、对外开放程度、产业结构、规模经济和信息化水平都对效率存在正向的显著影响，而政府干预程度、市场化程度等与效率存在负相关关系，并对其中原因进行了解释。最后，结合苏南县域经济发展中存在的问题和县域经济效率及其影响因素的回归分析结果，文章提出了提高苏南县域经济效率的7个举措：大力发展民营经济，促进县域产业转型升级，提高县域对外开放水平，正确定位政府作用和发展绿色经济，提高金融深化水平和加强区域合作。
[Abstract]:The key to build a well-off society in an all-round way lies in the solution of the problem of "agriculture, countryside and farmers", and the development of county area is the key to solve the problem of "agriculture, countryside and farmers".Since the reform and opening up, especially since China's entry into the World Trade Organization (WTO) and the opening up of Pudong in Shanghai, the county economic development in southern Jiangsu has made remarkable achievements.It has laid a solid foundation for solving and taking the lead in building a well-off society in this area.However, in the process of rapid development of county economy in southern Jiangsu, some contradictions and problems have been accumulated, such as weak competitiveness, low added value and so on.At present, although there are a lot of researches on these problems, it is rare to discuss the county economy and the county development in the south of Jiangsu from the perspective of efficiency, which provides the space for the development of this study.First of all, this paper combs the development situation of county economy in south Jiangsu from three aspects: general situation, characteristics and existing problems.The results show that the county economy of southern Jiangsu has achieved great achievements in terms of the total amount and per capita index, as well as the speed and structure of development, and has three characteristics: high degree of extroversion, active development of private economy and relying on township collective enterprises.However, there are also problems such as uneven development, large gap between urban and rural areas and strong external dependence.Secondly, after constructing the evaluation index system of county economic efficiency in southern Jiangsu province including ecological indicators, the CCR BCC and DEA-Malmquist models are used in the data Envelopment Analysis method (DEAA).The changes of economic efficiency and total factor productivity (TFP) in southern Jiangsu were studied from static and dynamic aspects.It is found that the average economic efficiency in southern Jiangsu is not high, and in the past 11 years, the pure technical efficiency and scale efficiency have deteriorated except for the improvement of TFP in southern Jiangsu.Thirdly, on the basis of reasonably selecting and quantifying the influencing factors of county economic efficiency, this paper establishes a multivariate linear individual stochastic effect model by using the panel data of economic efficiency and its influencing factors of counties and cities in southern Jiangsu from 2002 to 2012.The regression results show that the level of financial deepening, the degree of opening to the outside world, the industrial structure, the economy of scale and the level of information all have significant positive effects on efficiency, while the degree of government intervention and the degree of marketization have a negative correlation with efficiency.The reasons are explained.Finally, combined with the problems existing in the development of county economy in southern Jiangsu and the result of regression analysis on the efficiency of county economy and its influencing factors, this paper puts forward seven measures to improve the efficiency of county economy in southern Jiangsu: vigorously developing private economy.To promote the transformation and upgrading of county industry, to improve the level of county opening to the outside world, to correctly position the role of government and to develop green economy, to improve the level of financial deepening and to strengthen regional cooperation.
