基于协同创新项目的成熟度模型构建及应用研究

【摘要】：随着国际化市场进程的加快以及竞争的日益加剧，创新能力越来越关乎区域乃至国家的经济发展水平。当前，创新领域的研究已逐渐从单一的技术创新、知识创新、能力创新等方面向多主体协同创新过渡。协同创新这一概念自提出之初便受到了广泛的关注，近年来，国内协同创新研究也日渐成熟，尤其是在《国家中长期科学和技术发展纲要》指出“把建设以企业为主体，产学研结合的技术创新体系作为国家创新体系建设的突破口”以来，首次将产学研协同创新提到国家发展战略层面。 能力成熟度模型（Capability Maturity Model, CMM）最初由美国卡内基·梅隆大学的SEI（Software Engineering Institute,）从软件行业提出，现已广泛应用于软件开发、项目管理等领域，通过成熟度模型，可以明确项目所处的成熟度等级，并加以改进，最终使其达到成熟度最高等级。 本文首先综述协同创新和成熟度模型的研究现状，明确其研究背景和研究意义，并对协同创新和成熟度模型的理论知识进行梳理。其次，文章的主旨是协同创新项目成熟度模型的应用，即通过准备、评价和改进三个阶段达到提高成熟度等级的目的，基于不同的阶段，本文通过分别建立成熟度的结构模型、评价模型以及改进模型进行协同创新项目成熟度模型的应用过程。在结构模型部分，本文又从其外部结构和内部结构两方面加以分析，外部结构即成熟度的五个等级，，内部结构即将协同创新项目的成熟度划分为7个准则层和34各关键指标层，并采用层次分析法确定各准则层和指标层的权重。之后应用评价模型——蛛网模型对其进行评价，最后应用IDEAL改进模型对评价结果进行分析，提出改进步骤，达到提升成熟度等级的目的。
[Abstract]:With the acceleration of the international market process and the increasing competition, the innovation ability is more and more related to the level of regional and even national economic development. At present, the research in the field of innovation has gradually changed from single technological innovation, knowledge innovation and ability innovation to multi-agent collaborative innovation. Since the technology innovation system of the combination of industry, education and research is regarded as the breakthrough of the construction of the national innovation system, it is the first time that the cooperative innovation of industry, education and research has been raised to the level of national development strategy. Capability maturity Model (Capability Maturity Model, CMM), originally proposed by Carnegie Mellon University's SEI (Software Engineering Institute,) from the software industry, has been widely used in software development, project management and other fields. The maturity level of the project can be defined and improved to reach the highest maturity level. In this paper, the current situation of collaborative innovation and maturity model is reviewed, the research background and significance are clarified, and the theoretical knowledge of collaborative innovation and maturity model is summarized. Secondly, the purpose of this paper is to apply the maturity model of collaborative innovation projects, that is, to achieve the purpose of improving maturity level through three stages of preparation, evaluation and improvement. Evaluation model and improved model for collaborative innovation project maturity model application process. In the part of structure model, this paper also analyzes the external structure and internal structure. The external structure is five levels of maturity. The maturity of collaborative innovation projects is divided into seven criterion layers and 34 key index layers. Analytic hierarchy process (AHP) is used to determine the weight of each criterion layer and index layer. The evaluation model, cobweb model, is applied to evaluate it. Finally, the evaluation results are analyzed by using the improved IDEAL model, and the improvement steps are put forward to achieve the purpose of improving the maturity level.
