中国与东盟国际物流便利化问题研究

【摘要】：经济全球化和一体化的发展,贸易便利化浪潮兴起,而通过提高贸易流通环节效率以推进贸易便利化也越来越受到各国的关注。2010年中国—东盟自由贸易区全面建成,自此中国与东盟双方实现90%的商品零关税,双边关税壁垒进一步消除,相互间的贸易得到迅速的增长,这必然带动双边国际物流需求的增长,使得优质、高效、便捷的国际物流成为了一种客观要求。中国与东盟各国经济发展水平不平衡、物流基础设施落后、信息化程度低、区域内物流标准不统一等问题,使得双边国际物流效率低下,货物流通受阻,贸易成本高,跟不上贸易迅速增长的要求,因此,提高中国与东盟国际物流便利化水平已刻不容缓。本论文首先介绍了本文研究的背景及意义、相关的文献综述、研究的内容与方法及创新点与不足,接着阐述了与国际物流相关的问题,包括国际物流的定义、国际物流系统构成和国际物流要素构成,然后以物流便利化为切入点,阐述了物流便利化的提出背景,并在前人研究的基础上对国际物流进行定义界定,然后以此为理论基础分析国际物流便利化的实现途径以及国际物流便利化对国际贸易的影响,同时,对中国与东盟国际物流便利化的现状进行了总结,并对中国与东盟国际物流便利化发展存在的问题的进行分析,在此基础上从政府协调、基础设施、物流通道、物流标准统一、物流信息化、物流通关、物流安全等方面提出了促进中国与东盟国际物流便利化发展的对策及建议。
[Abstract]:With the development of economic globalization and integration, the tide of trade facilitation is rising, and the promotion of trade facilitation by improving the efficiency of trade circulation has attracted more and more attention of all countries. In 2010, the China-ASEAN Free Trade area was fully established. Since then, China and ASEAN have achieved 90% zero tariff on commodities, bilateral tariff barriers have been further eliminated, and trade between them has been growing rapidly. This will inevitably lead to an increase in the demand for bilateral international logistics, making them high-quality and efficient. Convenient international logistics has become an objective requirement. The imbalance in economic development between China and ASEAN countries, the backward logistics infrastructure, the low level of informatization and the inconsistency of logistics standards in the region make bilateral international logistics inefficient, the circulation of goods blocked, and the trade costs high. Trade can not keep up with the requirement of rapid growth, therefore, it is urgent to improve the level of international logistics facilitation between China and ASEAN. This paper first introduces the background and significance of this study, the relevant literature review, the contents and methods of the research, innovation and shortcomings, and then describes the issues related to international logistics, including the definition of international logistics. The constitution of international logistics system and the composition of international logistics elements, then taking logistics facilitation as the breakthrough point, elaborated the background of logistics facilitation, and defined the international logistics on the basis of previous studies. Then it analyzes the ways to realize international logistics facilitation and the impact of international logistics facilitation on international trade. At the same time, it summarizes the current situation of international logistics facilitation between China and ASEAN. And on the basis of analyzing the problems existing in the development of international logistics facilitation between China and ASEAN, from the government coordination, infrastructure, logistics channel, logistics standard unification, logistics information, logistics customs clearance, Some countermeasures and suggestions are put forward to promote the development of international logistics facilitation between China and ASEAN.
