顺德技能人才培养问题研究

【摘要】:近年来我国正处在深化改革开放、加快转变经济发展方式的攻坚时期。由此引发的劳动力市场供需结构性矛盾突出,,另因在劳动关系领域,“强资本、弱劳动”的格局没有得到根本的改观,技能人才的社会认同度低、自我认同度低,这是导致技能人才缺失成为提升产业优化升级、提升企业核心竞争力的根本原因。如何培养适应中国特色经济发展所需的技能人才,是对技能人才培养主体提出的严峻课题。 本文从技能人才培养主体的研究视角出发,旨在通过人力资本的理念解决顺德技能人才培养过程中存在的问题。相对传统的以职业教育为主的研究维度,本文提出从政府政策制定、企业主导、校企合作的层面上来解决顺德技能人才培养的相关问题,为顺德的技能人才培养方式注入新的理念和能量。技能人才的培养是以政府政策为根据,本地生源为基础;企业及职业教育培养为辅,大力发展吸引外部技能人才为依托,实现稳定的人才供给体系,从根本上改变技能人才培养模式,优化人力资源结构,提升其整体素质。 本文运用了文献分析、比较研究等方法,从顺德技能人才的现状出发,通过分析技能人才培养的资金投入不足、生源不足、政府角色定位不清晰、企业缺乏培养机制等原因,运用公共管理的相关理论,借鉴国内外技能人才培养的先进经验,结合顺德当前经济建设发展的实际,提出建立与国家职业资格证书接轨的企业员工职业等级晋升制度、建立与职业教育并行的双体系模式、建立“双元制”校企合作模式、建设集团化合作办学形式等对策,以从根本上解决顺德技能人才培养中的问题。
[Abstract]:In recent years, our country is in the period of deepening reform and opening-up and speeding up the transformation of economic development mode. The resulting structural contradiction between supply and demand in the labor market is prominent. In the field of labor relations, the pattern of "strong capital and weak labor" has not been fundamentally changed, and the degree of social identity and self-identity of skilled personnel is low. This is the fundamental reason that leads to the lack of skilled personnel to promote industrial optimization and upgrade, enhance the core competitiveness of enterprises. How to train the skilled personnel to adapt to the economic development with Chinese characteristics is a serious problem for the subject of the training of skilled personnel. This paper aims to solve the problems in the process of the cultivation of skilled personnel in Shunde through the concept of human capital from the perspective of the subject of the training of skilled personnel. Compared with the traditional research dimension of vocational education, this paper puts forward to solve the problems related to the cultivation of skilled personnel in Shunde from the aspects of government policy formulation, enterprise-led and school-enterprise cooperation. The new concept and energy are injected into Shunde's skill talent training mode. The training of skilled personnel is based on the government policy and the source of local students. Enterprises and vocational education should be supplemented by attracting external skilled personnel to realize a stable talent supply system to fundamentally change the training mode of skilled personnel optimize the structure of human resources and improve their overall quality. By using the methods of literature analysis and comparative study, this paper analyzes the reasons for the shortage of fund input, the shortage of students, the unclear orientation of government role, the lack of training mechanism of enterprises, and so on, based on the present situation of skilled personnel in Shunde. By using the relevant theories of public management, drawing lessons from the advanced experience of training skilled personnel at home and abroad, combining with the reality of Shunde's current economic construction, this paper puts forward the establishment of the promotion system of enterprise employees' occupational grade, which is in line with the national professional qualification certificate. In order to solve the problems in the cultivation of technical talents in Shunde, we should set up a dual system model parallel with vocational education, establish a "dual system" mode of cooperation between schools and enterprises, and construct a cooperative form of running a school with collectivization in order to fundamentally solve the problems in the cultivation of skilled personnel in Shunde.
