珠海市政府投资项目工程变更治理机制研究

【摘要】：地方政府投资项目以提供公共服务为目的进行固定资产投资项目建设,有效地保障民生,促进经济和社会发展。地方政府受公众委托代理政府投资项目进行建设管理,规范政府投资行为,控制投资,实现投资效益,责无旁贷。珠海市政府投资项目承当同样的职责。但在实际管理过程中,珠海市政府投资“三超”(超投资、超规模、超标准)问题时有发生,“三超”主要是通过工程变更途径实现的,因而解决“三超”问题的主要途径就是规范工程变更行为。本文通过研究珠海市政府投资项目在实施过程中,工程变更产生的原因和影响,分析珠海市政府投资中与工程变更管理有关的政策法规缺陷及其在执行过程中存在的问题,以及工程变更各主要参与方的委托代理关系和利益相关者关系,将公共项目治理研究的理论运用到项目工程变更治理上来,构建珠海市政府投资项目工程变更治理机制,理顺政府、政府各部门、代建单位与各参建单位的责、权、利关系,建立政府投资项目工程变更内部治理机制、外部治理机制和监督控制机制,遏制工程变更的乱象,规范工程变更的行为,实现珠海市政府投资项目管理的目标。
[Abstract]:In order to provide public services, local governments invest in fixed assets investment projects to effectively protect people's livelihood and promote economic and social development. The local government is entrusted by the public to carry on the construction management of the government investment project, standardize the government investment behavior, control the investment, realize the investment benefit, and is duty-bound. The Zhuhai municipal government invests the project to undertake the same responsibility. However, in the process of actual management, the problems of "three superstructures" (super investment, super scale, over standard) of Zhuhai municipal government investment occur from time to time, and the "three supersystems" are mainly realized through the way of engineering change. Therefore, the main way to solve the problem of "three superpowers" is to standardize the behavior of engineering change. By studying the causes and effects of the project change in the implementation of Zhuhai Municipal Government investment project, this paper analyzes the defects of the policies and regulations related to the project change management in Zhuhai Municipal Government investment and the problems existing in the implementation process. And the principal-agent relationship and stakeholder relationship of the main participants in the project change, apply the theory of public project governance to the governance of project change, and construct the governance mechanism of Zhuhai municipal government investment project change. Straighten out the responsibilities, rights and interests of the government, government departments, agencies and participating units, and establish internal governance mechanisms, external governance mechanisms and supervision and control mechanisms for government investment projects, so as to contain the chaos of project changes. Standardize the behavior of project change and achieve the goal of Zhuhai municipal investment project management.
