湖南省新型城镇化发展研究

【摘要】：内需是中国经济发展的根本动力，而扩大内需的最大潜力在于城镇化。城镇化是指社会生产力发展到一定阶段而引起的农村生产方式、生活方式以及居住方式向城镇转变的过程，是人类生产和生活活动在区域空间上的聚集和分离。但是，传统的城镇化盲目粗放扩张，效率低下，重数量轻质量，重地上轻地下，这又反过来阻碍了城镇化和工业化进程，因此有必要改变传统城镇化发展模式，推行新型城镇化。新型城镇化就是坚持以人口城镇化为核心，以新型工业化为动力，以统筹兼顾为原则，以和谐社会为方向，全面、协调、和谐、可持续发展的城镇化。新型城镇化的“新”——是相对于传统城镇化的新，是观念的更新，体制机制的创新和推进路径的革新；“型”——是转型，包括规划编制、建设重心、用地方式等方面的转型。首先，本文对城镇化的相关概念、特点以及城镇化发展意义进行了详尽的阐述。其次，，以湖南省新型城镇化的发展为研究对象，着重分析了湖南省新型城镇化的发展现状、发展中存在的问题，探究存在问题的原因。紧接着，介绍了成都市、天津市和广东省三地的城镇化进程中的主要措施，以期从三地的城镇化发展中为湖南省在城镇化发展道路上借鉴经验。最后，结合湖南省的省情，为湖南省新型城镇化的发展提出行之有效的对策。
[Abstract]:Domestic demand is the fundamental driving force of China's economic development, and the greatest potential for expanding domestic demand lies in urbanization. Urbanization refers to the process of the transformation of rural production mode, life style and living style into town, which is caused by the development of social productive forces to a certain stage. It is the aggregation and separation of human production and life activities in the regional space. However, the blind and extensive expansion of traditional urbanization, its low efficiency, its emphasis on quantity and quality, and its heavy emphasis on land and underground, in turn hinder the process of urbanization and industrialization, so it is necessary to change the traditional development model of urbanization. Promoting a new type of urbanization. The new urbanization is the urbanization with population urbanization as the core, new industrialization as the motive force, the overall consideration as the principle, the harmonious society as the direction, the overall, coordinated, harmonious and sustainable development of urbanization. The "new" of the new-type urbanization is the new one relative to the traditional urbanization, the renewal of the idea, the innovation of the system mechanism and the innovation of the advancing path; "type"-is the transformation, including planning, construction center of gravity, land use and other aspects of the transformation. Firstly, this paper elaborates the concept, characteristics and significance of urbanization. Secondly, taking the development of the new urbanization in Hunan Province as the research object, the paper analyzes the present situation of the development of the new urbanization in Hunan Province, the problems existing in the development, and probes into the reasons for the problems. Then, it introduces the main measures in the urbanization process of Chengdu, Tianjin and Guangdong Province, in order to draw lessons from the urbanization development of Hunan Province. Finally, according to the situation of Hunan province, effective countermeasures are put forward for the development of new urbanization in Hunan province.
