布坎南的宪政经济学思想和中国财政赤字

【摘要】：作为公共选择学派代表人物之一的布坎南在其学术生涯的后半期对公共选择理论进行了更为深入的研究,从中发展了宪政经济学的思想。宪政经济学主要研究规则的运行以及规则的产生,重点是研究约束政府行为的规则,因此宪政经济学在解决政府失灵方面有着一定的理论意义,布坎南的宪政经济学已经应用在税收,财政赤字和宪法变革等方面。本文首先简单介绍布坎南的宪政经济学思想,这主要就是介绍布坎南宪政经济学的理论体系;然后对布坎南的宪政经济学思想进行评价,提出其思想的重要意义以及存在的不足之处;最后以布坎南宪政经济学在财政赤字方面的应用,结合我国的财政状况对我国财政赤字进行分析,并提出两点针对治理财政赤字方面的具体建议。
[Abstract]:Buchanan, one of the representatives of the School of Public Choice, studied the theory of public choice more deeply in the second half of his academic career. It develops the thought of constitutional economics. Constitutional economics mainly studies the operation of rules and the generation of rules, with the emphasis on the study of the rules that constrain the government's behavior, so constitutional economics has certain theoretical significance in solving the problems of government failure. Buchanan's constitutional economics has been applied in tax revenue, fiscal deficit and constitutional reform. Firstly, this paper briefly introduces Buchanan's thought of constitutional economics, which mainly introduces the theoretical system of Buchanan's constitutional economics. Then it evaluates Buchanan's thought of constitutional economics, and points out the significance of its thought and its shortcomings. Finally, the application of Buchanan's constitutional economics in fiscal deficit is discussed. Based on the analysis of our country's fiscal deficit, this paper puts forward two specific suggestions on how to deal with it.
