厂商区位选择、产业转移和区际环境财政政策协调研究

【摘要】：以引入环境财政政策变量的新经济地理学模型为基础,我们研究区际环境规制力度差异对企业区位选择行为的影响和区际环境财政政策协调模式随区域发展格局演化的一般特点和规律。研究发现:对区际环境规制力度差异不加合理控制将导致环境税率更低的区域积聚更多的制造业,排放更多的污染;区际环境财政政策协调要求根据"谁污染、谁付费"和"共同的但有区别的责任"原则对区际环境规制力度差异进行管理;随着区域一体化的深化,与"核心-周边"关系逆转临界点相对应的区际环境规制相对力度值走出一条倒U型轨迹,表明区际环境规制力度差异务必随发展阶段的演进非线性调整。
[Abstract]:Based on the new economic geography model, which introduces the variables of environmental finance policy, In this paper, we study the influence of different regional environmental regulation dynamics on enterprise location choice behavior and the general characteristics and laws of the inter-regional environmental fiscal policy coordination model evolving with the regional development pattern. The results show that the inter-regional environmental regulatory power is influenced by the inter-regional environmental regulatory power. The lack of reasonable control of the degree differences will lead to the accumulation of more manufacturing in areas with lower environmental tax rates, Emission of more pollution; interregional environmental financial policy coordination requires the "who pollutes, who pays" and "common but differentiated responsibilities" principles of inter-regional environmental regulation differences; with the deepening of regional integration, The relative intensity of inter-regional environmental regulation, corresponding to the reversal critical point of "core and peripheral" relationship, goes out of an inverted U-shaped trajectory, which indicates that the difference of regional environmental regulation intensity must be adjusted nonlinear with the evolution of the development stage.
