论有效市场与有为政府:新结构经济学视角下的产业政策

【摘要】：新结构经济学在讨论产业政策的时候,希望构建一个具有普遍性意义的具有国际视野的体系,并不是只关注中国问题的"中国经济学"。因此,中国的产业政策应该采取"市场主导加上政府因势利导"的策略。因为只有让"市场主导"才能最大限度地利用好分散在各经济决策者头脑中的零散信息,才能对当时的市场机会充分摸索,与此同时,政府也应充分听取广泛的商界意见和国内外专家学者的意见,在充分研究的基础上,提供政策扶持或者制度改革,给这些产业更大的生存可能性和成长的空间。特别是当经济中的产业发展趋于停缓时,政府的适当作为就显得尤为必要。
[Abstract]:When discussing the industrial policy, the new structural economics hopes to build a universal system with international perspective, which is not the "Chinese economics" which only pays attention to the problems of China. China's industrial policy should adopt a strategy of "market leadership plus government guidance in line with the situation." because only by allowing "market leadership" can we make the most of the scattered information scattered in the minds of economic policy makers. In order to fully explore the market opportunities at that time, the government should also fully listen to a wide range of business views and the opinions of domestic and foreign experts and scholars, and provide policy support or institutional reform on the basis of full study. Give these industries more survival possibility and space for growth, especially when the development of industries in the economy tends to slow down, it is particularly necessary for the government to act properly.
