政府在国家知识经济体系中的地位和作用

【摘要】： 随着知识经济的到来，，经济已不再是传统意义上的纯粹的经济学概念，它已同知识密切联系在一起，而且知识在其中发挥的作用越来越显著，越来越不可缺少。只有将政府置于国家知识经济体系中来研究其作用才具有现实的指导意义。本文根据对国家知识经济体系的简要分析，将政府在这个体系中的角色定位在政策的制定者、主体的协调者、环境的营造者、信息的提供者及产品的采购者五个方面，并借鉴美国政府经验，对政府在国家知识经济体系中的几个重要方面——国家信息基础设施建设、风险投资、知识产权、税收、教育中如何发挥作用，提出了一些建设性措施。
[Abstract]:With the coming of knowledge economy, economy is no longer the pure economy in the traditional sense. The study of concepts, which have been closely linked to knowledge, and in which knowledge plays a role. More and more prominent, more and more indispensable. Only to put the government in the national knowledge economy system. It is of practical significance to study its function in China. A brief analysis of the system, positioning the role of the government in the system as a policy maker, Main body coordinator, environment builder, information provider and product buyer. In this paper, the author draws lessons from the experience of the US government and gives some suggestions on the government's role in the national knowledge economy system. Important aspects-National information infrastructure, venture capital, intellectual property, taxation, Some constructive measures are put forward on how to play a role in education.
