【摘要】：人类经济发展观和经济发展理论演变过程中对人文伦理因素的考虑、重视和强调，经济学与伦理学结合、分离、再结合的发展趋势，说明经济活动和经济发展本身所蕴涵的伦理性质的客观现实要求对经济发展活动的审视带有伦理的色彩。经济发展中普遍存在和比较尖锐的伦理冲突是有没有合理的经济增长率、节俭是美德还是消费是美德、个体主义与整体主义价值观的冲突。有理由相信，不存在经济伦理意义上的合理经济增长率；只有符合需求层次、消费效用、社会规范和生态标准的消费才是合理的消费；在个体主义与整体主义价值观的冲突中，存在强整体主义、弱个体主义价值观的要求和趋势。经济发展伦理性表现在经济发展目标、手段和结果的伦理性三个方面，经济发展给人类带来正价值(丰厚的物质享受，扩展了人类活动和交往空间)的同时，也带来了负价值(人的单向度化、分配公平的缺失、生存环境的恶化)。迫切需要人类重新审视经济发展的伦理价值取向和导向，确立正确的伦理价值体系，去规范和调节经济发展的方向和内容，使之成为可持续的理性的经济发展。经济发展应是以经济效率、经济正义、绿色经济为价值取向、以人的全面发展为价值导向和导向；这些价值取向和导向的辩证关系构成了一个完整的经济发展价值体系，单一的价值取向必然会把人类引向歧途。实践经济发展价值取向和导向的具体途径是：①经济发展价值取向和导向的制度化，②加强个体经济伦理修养和教育，③建立一个高效、廉洁和公正的政府，， ④走可持续发展和科教兴国之路。其中第一条途径是制度保障，第二、三条是主体保障，第四条是实践保障；四者紧密相关，缺一不可。只有解决和做好这四个方面的问题和工作，我们才会有“善”的经济发展，生活在一个更美好经济社会里。
