【摘要】： 自然灾害的频繁发生,对人类社会的发展尤其是经济系统的稳定发展造成严重的威胁。因此,减轻自然灾害对经济的危害,实现自然与经济的可持续发展,是世界各国经济发展的共同主题。中国自古就是一个自然灾害多发的国家,古代的思想家们对防灾救灾的探索也从未止步,产生了许多优秀的防灾救灾经济思想。先秦时期是中国防灾救灾经济思想萌芽和初步形成的重要历史阶段。后世历朝历代在进行防灾救灾的探索时,无不以先秦时期为理论溯源。因此,分析和总结这一时期的防灾救灾经济思想,有利于从根本上把握我国古代社会防灾救灾经济思想的特质,对推进中国经济思想史理论的研究也具有重要的理论意义。现代学者关于先秦防灾救灾思想的研究,大多是从灾害史、灾荒史的角度,主要是就荒政的内容谈荒政。从经济学和经济思想发展的角度,对先秦防灾救灾思想的萌芽及其产生,防灾救灾与经济增长的关系,还缺乏必要的研究。本文在详细考察与筛选先秦史料的基础上,首先对原始社会及夏、商时期可考证的史料进行系统的整理,分析与研究了西周以前防灾救灾经济思想的萌芽过程,并总结了西周以前的防灾救灾经济措施和政策;然后,在分析西周时期防灾救灾经济思想的产生过程的基础上,研究了西周防灾救灾经济思想的内容和特点,并着重整理与分析了《逸周书》中的防灾救灾经济思想;在分析了西周时期防灾救灾经济思想产生的基础上,本文对春秋战国时期诸子百家的思想体系并列考察与分析,对各家的思想进行横向和纵向比较,探讨了春秋战国时期防灾救灾经济思想的进一步发展;最后对先秦防灾救灾经济思想进行概述,分析其对后世的作用,并将古代的防灾救灾经济思想与当代的防灾救灾实践相结合,指出先秦防灾救灾经济思想对当代的启示作用。
[Abstract]:The frequent occurrence of natural disasters poses a serious threat to the development of human society, especially to the stable development of the economic system. China has been a country prone to natural disasters since ancient times, and ancient thinkers have never stopped exploring disaster prevention and relief, which has produced many excellent economic ideas of disaster prevention and relief. The pre-Qin period was an important historical stage in the germination and initial formation of the economic thought of disaster prevention and relief in China. In the exploration of disaster prevention and relief in later dynasties, the pre-Qin period was always regarded as the theoretical source. Analyzing and summing up the economic thought of disaster prevention and relief during this period is helpful to grasp fundamentally the characteristics of the economic thought of disaster prevention and relief in ancient China. It is also of great theoretical significance to promote the study of the history of economic thought in China. The research of modern scholars on the thought of disaster prevention and relief in the pre-Qin Dynasty is mostly from the perspective of disaster history and famine history. From the point of view of the development of economics and economic thought, there is a lack of necessary research on the sprout of pre-Qin disaster prevention and relief thought, the relationship between disaster prevention and relief and economic growth. Based on the detailed investigation and screening of the historical materials of the Pre-Qin Dynasty, this paper first systematically collates the historical materials which can be verified in the primitive society and the Xia and Shang dynasties, and analyzes and studies the embryonic process of the economic thought of disaster prevention and relief before the Western Zhou Dynasty. It also summarizes the economic measures and policies of disaster prevention and relief before the Western Zhou Dynasty, and then, on the basis of analyzing the process of the economic thought of disaster prevention and relief during the Western Zhou Dynasty, it studies the contents and characteristics of the economic thought of disaster prevention and relief in the Western Zhou Dynasty. On the basis of the analysis of the economic thought of disaster prevention and relief in the Western Zhou Dynasty, this paper reviews and analyzes the ideological system of the hundred schools of thought in the Spring and Autumn and warring States period. Through the horizontal and vertical comparison of different thoughts, this paper discusses the further development of the economic thought of disaster prevention and relief during the Spring and Autumn period and warring States period, and finally summarizes the economic thought of disaster prevention and relief in the pre-Qin Dynasty, and analyzes its effect on later generations. Combining the ancient economic thought of disaster prevention and relief with the contemporary practice of disaster prevention and relief, this paper points out the enlightening effect of the economic thought of disaster prevention and relief in the pre-Qin Dynasty.
