习近平创新驱动“三农”发展战略思想及其时代价值

【摘要】："三农"问题在我国工业化、城镇化加速推进过程中再一次显现出来,当前需要破解"三农"发展的现代性、公平性问题。现阶段"三农"发展面临的新形势和新挑战,迫切需要创新理念和思路,寻求新的发展动力机制。鉴于此背景,习近平提出向创新要活力、要动力、要效益,在指导"三农"发展时将创新摆在突出位置,通过制度创新和政策创设,建立起"三农"发展的制度环境和内生机制,推动农业现代化、激发农村活力和促进农民增收,是习近平创新驱动"三农"发展思想的主要内容,回答了新的历史条件下"三农"发展的动力问题。习近平提出的创新驱动"三农"思想,抓住了当前"三农"发展的根本和关键,不仅丰富了中国共产党的"三农"理论,也对指导当前的"三农"发展提供了实践路径。
[Abstract]:The problem of "agriculture, countryside and farmers" appears again in the process of industrialization and urbanization in China. At present, it is necessary to solve the problems of modernity and fairness in the development of agriculture, rural areas and farmers, and the new situation and new challenges facing the development of "agriculture, rural areas and farmers" at the present stage. There is an urgent need for innovative ideas and ideas to seek new development motive mechanisms. In view of this background, Xi Jinping put innovation in a prominent position when guiding the development of agriculture, rural areas, farmers and farmers. Through institutional innovation and policy creation, it is the main content of Xi Jinping's innovation to set up the institutional environment and endogenous mechanism for the development of "three rural areas", to promote the modernization of agriculture, to stimulate rural vitality and to increase farmers' income, which is the main content of Xi Jinping's innovation driving the development of "agriculture, rural areas and farmers".
