产业异质性与中国环境拐点:一个空间经济学分析框架

【摘要】：环境拐点是个老话题,文章从空间经济学之"泛核心—外围"视野切入,创造性地提出产业空间异质性概念并用于环境拐点分析。研究揭示,产业空间异质性意味着不同地域所集聚的产业特征不同,因而环境效应不同。以一种"泛核心—外围"视野来看,在全球经济及东亚经济两个空间层面的三个核心所集聚的产业异质性与环境表现指数差异之间存在明确的因果联系,这种联系的后面是一种"异质性传递"机制。后发型经济体工业化进程中有两个环境拐点"窗口"机遇,分别为"后发优势"和大众环境意识高涨。我国实际上已经错失了后发优势促发环境拐点的"窗口",时下可利用的是大众环境意识高涨促发的环境拐点"窗口"。但考虑到"异质性产业锁定"效应,利用这个窗口的成本很大。可行的战略当从提升制度的质量切入,以制度改进创造硬的约束条件,促产业转型升级,减少环境损害。
[Abstract]:The environment inflection point is an old topic. From the perspective of "pan-core-periphery" of spatial economics, this paper creatively puts forward the concept of industrial spatial heterogeneity and applies it to the analysis of environmental inflection point.The research reveals that the industrial spatial heterogeneity means that the industrial characteristics of different regions are different, so the environmental effects are different.From a pan-core-periphery perspective, there is a clear causal relationship between industrial heterogeneity and environmental performance index differences in the two spatial levels of global economy and East Asian economy.The link is followed by a "heterogeneity transfer" mechanism.In the process of industrialization, there are two "windows" in the process of industrialization, which are the "late-development advantage" and the upsurge of the environmental consciousness of the masses.In fact, our country has already missed the "window" which promotes the environment inflection point by the advantage of the latecomer, what can be used now is the environment inflection point "window" which is promoted by the high environmental consciousness of the masses.But taking into account the "heterogeneous industry locking" effect, the use of this window is costly.The feasible strategy should be to improve the quality of the system, to improve the system, to create hard constraints, to promote industrial transformation and upgrading, and to reduce environmental damage.
