马克思土地产权制度与深化农村土地改革问题研究

【摘要】：制度为经济的发展提供不竭的动力,也为人们的基本生活提供服务,新的生产力的发展确立需要一种与之相适应的社会生产方式或制度。建立合理有效的土地制度,有利于促进人的可持续发展,为社会各项事业的发展创造可靠的条件。马克思通过分析和研究不同社会制度下土地产权制度的演变,归纳出符合人类社会发展规律的土地产权制度理论。马克思土地产权制度,作为一种科学的理论指导,指引着中国共产党带领中国人民进行不断探索和创新,制定出一系列符合我国具体国情和农村发展实际的土地改革方针和政策,开拓了马克思土地产权制度的新境界,促进了马克思土地产权制度的中国化发展。论文通过研究马克思土地产权制度的理论知识,概述了马克思土地产权制度理论在中国的创新和发展。在对当前中国农村在探索马克思土地产权制度的道路中的一些问题进行研究和分析后得出：深化农村土地改革对我国农村经济和农业现代化发展的重要意义。中国共产党人运用马克思的土地产权制度理论,领导中国农民突破重重困难,结合我国农村具体情况的条件下,把农民的利益放在首要位置,在探索和实践中,不断地解决农村土地改革过程中存在的矛盾和问题,开辟出一条适合中国国情和农村发展需要的农业现代化道路。论文以云南省独特的山区条件来分析昆明市“两区”在不断深化农村土地改革的过程中,对马克思土地产权制度的理论知识进行探索与不断创新,在取得很大成功的同时,也存在这一些问题。通过走访调查,得出“两区”在农村土地在开发过程中存在的问题,以及问题产生的缘由,最后针对昆明“两区”在探索农村土地改革过程中出现的问题提出了一些建议。中国这样一个人多地少,人地关系紧张的国家,在探索农村土地改革的道路中,要继续坚持马克思土地产权制度理论的指导,结合中国农村的具体实际,实事求是,不断创新,总结农村土地在改革和发展过程中的经验,摒弃不适合农村土地制度改革发展的不利因素,逐步地深化农村土地制度改革。此外,要不断完善农村土地改革的管理机制,增强农村土地改革实施的法律效力,保障农村土地改革能够落到实处,真正受益于农民,并促进农村经济及农业现代化的发展。
[Abstract]:Institution provides inexhaustible power for the development of economy and also provides services for people's basic life. The development of new productive forces needs a kind of social production mode or system corresponding to it.The establishment of a reasonable and effective land system is conducive to promoting the sustainable development of human beings and creating reliable conditions for the development of various social undertakings.By analyzing and studying the evolution of land property right system under different social systems, Marx summed up the land property right system theory according to the development law of human society.Marx's system of land property rights, as a scientific theoretical guide, guides the Chinese people to constantly explore and innovate under the leadership of the Communist Party of China.A series of land reform principles and policies in line with the specific conditions of our country and the actual development of rural areas have been formulated, which have opened up a new realm of Marx's land property rights system and promoted the development of Marx's land property rights system in China.By studying the theoretical knowledge of Marx's land property right system, this paper summarizes the innovation and development of Marx's land property right system theory in China.Based on the research and analysis of some problems in the way of exploring Marx's land property right system in current Chinese rural areas, it is concluded that deepening the rural land reform is of great significance to the development of rural economy and agricultural modernization.Using Marx's theory of land property rights, the Chinese Communists led the Chinese peasants to break through the difficulties and, in the light of the specific conditions in the rural areas of our country, put the interests of the peasants in the first place, in the course of exploration and practice.To solve the contradictions and problems in the process of rural land reform and to open up a road of agricultural modernization suitable for China's national conditions and the needs of rural development.Based on the unique mountainous conditions of Yunnan Province, this paper analyzes the "two districts" in Kunming City. In the process of deepening the rural land reform, it explores and innovates the theoretical knowledge of Marx's land property right system, and at the same time, it has achieved great success.These problems also exist.Through the investigation, the problems of "two districts" in the development of rural land and the causes of the problems are obtained. Finally, some suggestions are put forward for the problems in the process of exploring the rural land reform in Kunming "two districts".In exploring the road of rural land reform, China, a country with a large number of people and less land and a tense human-land relationship, should continue to adhere to the guidance of Marx's theory of land property rights, combine the specific reality of China's rural areas, seek truth from facts, and constantly innovate.This paper summarizes the experience of rural land in the process of reform and development, abandons the unfavorable factors that are not suitable for the reform and development of rural land system, and gradually deepens the reform of rural land system.In addition, it is necessary to continuously improve the management mechanism of rural land reform, strengthen the legal effect of rural land reform implementation, ensure that rural land reform can be carried out, truly benefit from farmers, and promote the development of rural economy and agricultural modernization.
