破解理论经济学界的“小政府”迷思

【摘要】：从相对稳定封闭的传统农业社会转变为高度扩张开放的现代工业社会,政府部门具有不可忽视的重要作用,如清除封建性的人身依附关系和生产要素的流动障碍、在工业化起步阶段提供某种保护以抵御领先国家的竞争压力、为资本和市场面前的脆弱群体和社会转型中的"掉队者"提供某种安全防护以维持社会稳定等。然而,现有经济理论大多以领先国家相对成熟的经济形态为背景,且由于学科分工、模型化中的技术层面困难等,往往忽略现实生活中的许多重要方面;理论经济学家,如果对经济史和经济思想史了解不多,或对现实社会缺乏完整的理解和足够的尊重,很容易陷入"小政府"迷思。
[Abstract]:From a relatively stable and closed traditional agricultural society to a highly expanding and open modern industrial society, government departments play an important role that cannot be ignored, such as removing feudal personal attachment and obstacles to the flow of factors of production. In the initial stage of industrialization, it provides some protection against the competitive pressure of the leading countries, and provides some security protection for the vulnerable groups in front of the capital and the market and the "left behind" in the social transformation to maintain social stability, and so on. However, most of the existing economic theories are based on the relatively mature economic forms of leading countries, and because of the division of labor in disciplines, the technical difficulties in modeling, and so on, many important aspects of real life are often ignored. If we do not know much about economic history and the history of economic thought, or lack a complete understanding and sufficient respect for the real society, it is easy to fall into the myth of "small government".
