中国转型时期寻租问题的经济学分析

【摘要】: “寻租”是政府干预产生的一类经济现象。由于市场经济的失灵,二次大战后,几乎所有的发达国家都加强了对本国经济的干预;而发展中国家为了加速经济的发展,对市场经济的干预更是有过之而无不及。政府的干预创造了不平等的竞争环境,使一部分人享有租金并限制市场发挥作用,即“看不见的脚去踩看不见的手”,造成了社会资源的极大的浪费。在我国从计划向市场的体制转轨过程中,国家采取的是政府主导的自上而下渐近式的改革方式,政府干预过深、“权钱交易”、市场制度不完善和法律规范执行不力,导致寻租行为大量的滋生和蔓延,阻碍了市场化改革进程,恶化了社会风气,消耗了宝贵的社会资源。 转型时期的寻租行为与市场经济下的寻租行为有着不同的特点。本文立足于中国转型期的实际情况,运用西方经济学寻租理论和我国过渡经济学理论,对寻租行为的原因、表现形式等做了初步的探析,并提出一些治理对策。 这篇文章在结构上共分五部分: 第一部分介绍寻租的概念、分类及寻租理论的产生和发展。 第二部分搭建了一个分析转型时期寻租行为的理论框架,包括分析的假设前提、方法和理论。 第三部分对中国转型时期的寻租行为进行了经济学的分析。包括寻租行为产生的原因、寻租规模及成本估算方面的分析。 第四部分以我国股票市场寻租和走私寻租为实例,对中国股票市场寻租的现状及原因,,走私问题的现状、原因及走私规模等问题进行了实证分析。 第五部分,揭示了中国转型时期寻租行为所造成的危害,并对如何治理寻租问题提出了一些建议。
[Abstract]:Rent-seeking is a kind of economic phenomenon produced by government intervention. Because of the failure of the market economy, almost all the developed countries have strengthened their intervention in their own economy after the second World War, and in order to speed up the development of the economy, the developing countries have even more intervention in the market economy. Government intervention has created an unfair competitive environment, enabling some people to enjoy rents and limiting the role of the market, that is, "the invisible foot to step on the invisible hand", resulting in a great waste of social resources. In the course of our country's transition from planned to market system, the government has adopted a government-led, top-down approach to reform, government intervention is too deep, "power and money transactions", imperfect market systems and weak enforcement of legal norms. It leads to a large number of breeding and spreading of rent-seeking behavior, hinders the process of market-oriented reform, worsens the social atmosphere and consumes valuable social resources. The rent-seeking behavior in the transitional period is different from that in the market economy. Based on the actual situation of China's transition period, this paper makes a preliminary analysis of the causes and forms of rent-seeking behavior by using the theory of rent-seeking in western economics and the theory of transitional economics in China, and puts forward some countermeasures. This paper is structured in five parts: the first part introduces the concept of rent-seeking, classification and the emergence and development of rent-seeking theory. The second part sets up a theoretical framework to analyze rent-seeking behavior in the transitional period, including hypothetical premise, method and theory. The third part analyzes the rent-seeking behavior in the transitional period of China. Including the cause of rent-seeking behavior, rent-seeking scale and cost estimation analysis. The fourth part takes rent-seeking and smuggling rent-seeking in China's stock market as an example to make an empirical analysis of the current situation and causes of rent-seeking in China's stock market, the current situation of smuggling problems, the reasons and the scale of smuggling. The fifth part reveals the harm caused by rent-seeking in the transitional period of China, and puts forward some suggestions on how to solve the problem of rent-seeking.
