农业活动中碳产品显化及市场对接研究

【摘要】:全球气候变化是目前国际社会普遍关注的重大热点问题。为应对全球气候变化,世界各国近年来共同致力于减少温室气体的排放,碳交易市场也由此出现、发展并逐步壮大。在中国已有作为试点的碳交易所,且碳交易未来将在中国成为政府主要推广的市场交易。黄土高原退耕区县南沟作为退耕还林的示范区,有巨大的碳汇潜力,但在没有政府补贴和碳交易的情况下,参与退耕还林的农户在农业生产经营活动中的碳汇价值并未能够在农户收益上得到体现,必然导致退耕还林及低碳生产经营模式积极性不高,使得黄土高原退耕还林潜在的碳汇生产能力没有充分发挥出来。本文因此基于黄土高原退耕区县南沟的背景,试图引入市场经济机制,设计以流域为单位的农业碳产品显化模式及与碳市场对接的方案,以实现本区域社会资源的优化配置。本文正文部分共分为六章。第一章为导论,是对整个论文的总述,简要介绍了论文的写作背景、主要的内容和框架、可能的创新之处。第二章为文中涉及的基本概念的介绍与碳交易市场相关的经济学理论基础。第三章是对农业进入碳市场的相关问题进行阐述,包括碳产品显化的必要性和存在的问题及农业碳产品参与碳市场的现状,为随后两章县南沟农业活动中碳产品显化模式设计及与市场对接方案设计做出铺垫。第四章以县南沟为例,设计了农业活动中碳产品显化的模式。第五章在县南沟农业碳产品显化的基础上设计其与碳市场对接的方案。第六章为以县南沟农业碳产品显化与市场对接提出的政策建议。本文得出的主要结论有:(1)找到了农业未参与碳市场交易的主要原因,是由于农业活动中农户不同生产经营模式对净碳汇量的影响较大且单个农户进入碳市场交易成本过高。(2)基于单个农户很难实现直接参与碳市场交易,本研究以县南沟为例设计了农户申报登记自身生产经营细则为基础,核证机构对农户净碳汇核查为保证,县南沟碳服务站集合农户净碳汇的碳产品显化模式。(3)由于农业活动中的碳汇形成复杂,影响净碳汇的因素颇多,本研究提出用农业活动中的净碳汇作为碳产品以现货交易方式参与碳市场是农业初步进入碳市场的交易方式。(4)结合黄土高原退耕区县南沟的农业生产经营现状,本研究发现建立县南沟碳服务站有利于集合分散农户生产经营时产生的碳汇,可形成较大碳库,成为进入碳市场的基础。(5)借鉴国内外碳交易模式的先进经验,结合黄上尚原退耕区县南沟实际情况,木研究设计丫在政府分配县南沟碳服务站碳减排份额的情况卜,使县南沟碳服务站企业化运作,U丨丨碳排放权购买者和供给者的双重身份,可以像企、丨卜?样适应碳市场的规则从而4碳I丨丨场对接的方案。
[Abstract]:Global climate change is a major hot issue of international concern. In order to deal with global climate change, the countries of the world have worked together to reduce greenhouse gas emissions in recent years, and carbon trading market has emerged, developed and gradually expanded. There are already carbon exchanges on a pilot basis in China, and carbon trading will become a major market for the government in the future. As a demonstration area for returning cropland to forest, Nangou County of the Loess Plateau has enormous potential for carbon sequestration, but without government subsidies and carbon trading, The value of carbon sink in agricultural production and management is not reflected in farmers' income, which will inevitably lead to low enthusiasm of returning cropland to forest and low carbon production and management mode. The potential carbon sequestration capacity of returning cropland to forest on the Loess Plateau has not been brought into full play. Therefore, based on the background of the Nangou county in the Loess Plateau, this paper attempts to introduce the market economy mechanism, design the agricultural carbon product demonstration model based on the watershed and the plan of docking with the carbon market, in order to realize the optimal allocation of the social resources in the region. The text of this paper is divided into six chapters. The first chapter is an introduction, which briefly introduces the writing background, main contents and framework of the paper, and the possible innovations. The second chapter is the introduction of the basic concepts related to the carbon trading market. The third chapter is about the related problems of agriculture entering the carbon market, including the necessity of carbon product manifestation and the existing problems, and the current situation of agricultural carbon products participating in the carbon market. It paves the way for the design of carbon product manifesting mode and the design of docking scheme with the market in the following two chapters of agricultural activities in Nangou county. In the fourth chapter, taking Nangou county as an example, the model of carbon product manifestation in agricultural activities is designed. In the fifth chapter, based on the demonstration of agricultural carbon products in Nangou county, we design the scheme of linking up with carbon market. The sixth chapter is the policy recommendations for the demonstration and market integration of agricultural carbon products in Nangou county. The main conclusions of this paper are as follows: (1) the main reasons why agriculture is not involved in carbon market trading are found. This is due to the fact that different production and management modes of farmers have great influence on the net carbon sink and the transaction cost of individual farmers entering the carbon market is too high. (2) based on the fact that it is difficult for individual farmers to directly participate in carbon market transactions, Taking Nangou county as an example, the paper designs the detailed rules of farmers' declaration and registration of their own production and operation, and the verification of the net carbon sinks of farmers by the certification authority is guaranteed. The carbon product demonstration model of the net carbon sink of farmers in Nangou carbon service station of county. (3) because of the complex formation of carbon sink in agricultural activities, there are many factors that affect the net carbon sink. In this study, using net carbon sinks in agricultural activities as carbon products to participate in the carbon market by spot trading is the initial way for agriculture to enter the carbon market. (4) combined with the current situation of agricultural production and management in Nangou County of the Loess Plateau returning farmland area, This study found that the establishment of the Nangou carbon service station is conducive to the collection of carbon sinks produced by scattered farmers, and can form a large carbon pool and become the basis for entering the carbon market. (5) drawing lessons from the advanced experience of carbon trading models at home and abroad, In connection with the actual situation in Nangou County of Huangshangyuan County, wood research and design plans to determine the distribution of carbon abatement shares in the county Nangou carbon service station by the government, so that the county Nangou carbon service station can be operated as an enterprise. The dual identity of buyers and suppliers of carbon emissions rights can be similar to that of enterprises? The sample adapts to the rules of the carbon market so that 4 carbon I?
