农村“空心化”与农村公共品供给—困境与破解之道

【摘要】：随着家庭联产承包责任制的实施、户籍管理制度的放松以及工业化和城市化的发展，农村的劳动力，，尤其是青壮年劳动力纷纷进城谋生，导致农村常住人口和农村户籍人口不匹配，农村常住人口以老人、妇女、小孩为主，当前农村“空心化”现象严重。在农村“空心化”背景下，作为农村公共品供给主体的农民、村集体以及政府，这三者在农村公共品供给过程中各自遭遇了什么困境呢？笔者对这三者所面临的困境进行分析，发现在农村“空心化”背景下，农民因社会资本的逐步瓦解而陷入集体行动困境；村集体因税费改革和土地权利的虚化，无力带领农民走出集体行动困境；而政府的农业直接补贴资金无法用于公共品供给，农村公共品的项目化供给效果也不理想，在这三者的共同作用下，农村公共品供给陷入严重困境。笔者根据对这三个层面的困境的综合分析，提出破解之道。
[Abstract]:With the implementation of the household contract responsibility system, the relaxation of the household registration management system, and the development of industrialization and urbanization, the rural labor force, especially the young and middle-aged, went to the cities to earn a living. As a result, the rural resident population and the rural household registration population do not match. The rural resident population is dominated by the elderly, women and children, so the phenomenon of "emptiness" in rural areas is serious at present. Under the background of "hollowing out" in rural areas, what are the difficulties encountered by the peasants, the village collectives and the government as the main body of the supply of rural public goods in the course of the supply of rural public goods? The author analyzes the difficulties they face, and finds out that under the background of "hollowing out" in rural areas, farmers fall into collective action dilemma because of the gradual disintegration of social capital. The village collective is unable to lead peasants out of the predicament of collective action because of the reform of taxes and fees and the vanity of land rights. But the government's direct subsidy fund of agriculture can not be used for the supply of public goods, and the effect of the project supply of rural public goods is not ideal, so the supply of rural public goods is in serious difficulty. According to the comprehensive analysis of these three levels of predicament, the author puts forward the solution.
