【摘要】：林业是国民经济的重要组成部分,兼具生态、经济和社会功能,在生态建设、经济建设、社会建设中具有重要地位。近年来,随着生态环境的不断恶化,社会对林业的重视程度日渐提升,林业产业发展面临良好的历史机遇。但是,由于历史欠账较多,加之我国林业金融支持体系仍不完善,导致林业产业发展面临着一定程度的资金约束。因此,开展金融创新、不断丰富完善我国林业金融支持体系十分必要。产业投资基金作为一种新型金融工具,具有汇集社会资本的作用,同时与其他融资方式相比,其在资金稳定性等方面具有相对优势,比较符合林业产业特性,因此在林业领域有着广阔的发展前景,对其相关问题进行研究具有一定的理论和实践意义。本文采用理论分析与实证分析相结合、定性分析与定量分析相结合、宏观与微观相结合的方法,对林业产业投资基金相关问题进行了系统研究。具体来说,本研究主要包括三个方面的内容：第一,介绍了产业投资基金的相关概念和基本理论,对林业产业投资基金的概念和特点进行了界定与分析。本部分内容主要包括论文的第一章和第二章。第二,分析我国发展林业产业投资基金的必要性和可行性。在必要性研究方面,主要基于对我国林业投融资体系现状和问题的分析,结合产业投资基金的特点予以论证。在可行性研究方面,主要分析了我国林业产业投资基金发展所面临的政策、市场、资金、经验、项目等五个方面的现实环境。本部分内容主要包括论文的第三、第四章。第三,对我国林业产业投资基金的发展模式进行初步设计。在此部分,首先对国内外产业投资基金的发展经验进行了总结概括,其次比较分析了林业产业投资基金不同制度的优缺点,结合林业产业特性提出了林业产业投资基金的发展模式,最后,分析了影响林业产业投资基金发展的可能障碍,并提出了针对性的对策建议。本部分内容主要包括论文的第五至第八章。本文研究结果表明：1、我国林业投资效率有待进一步提高；2、我国林业企业的金融需求不能得到有效满足；3、林业产业投资基金能够推动林业投融资体系的完善；4、发展林业产业投资基金切实可行。在此基础上,本文设计了林业产业投资基金的模式,提出了发展林业产业投资基金的保障建议：1、健全法律法规；2、构建多层次的资本市场；3、完善产业投资基金发展的制度环境；4、加强人才培养。
[Abstract]:Forestry is an important part of the national economy, with ecological, economic and social functions, and plays an important role in ecological construction, economic construction and social construction. In recent years, with the continuous deterioration of ecological environment. The society pays more and more attention to forestry, and the forestry industry is facing a good historical opportunity. However, due to the large amount of historical debts, the forestry financial support system of our country is still not perfect. Therefore, it is necessary to carry out financial innovation, enrich and perfect the forestry financial support system of our country. Industrial investment fund is a new financial tool. It has the function of pooling social capital, at the same time, compared with other financing methods, it has relative advantages in the aspect of capital stability, which is more in line with the characteristics of forestry industry, so it has a broad development prospect in the field of forestry. It has certain theoretical and practical significance to study the related problems. In this paper, the combination of theoretical analysis and empirical analysis, qualitative analysis and quantitative analysis, the combination of macro and micro methods, the forestry industry investment fund related issues were systematically studied. This research mainly includes three aspects: first, introduced the industrial investment fund related concepts and basic theory. The concept and characteristics of forestry industry investment fund are defined and analyzed. This part mainly includes the first chapter and the second chapter. This paper analyzes the necessity and feasibility of developing forestry industry investment fund in China. In the aspect of necessity research, it is mainly based on the analysis of the present situation and problems of forestry investment and financing system in China. Combined with the characteristics of the industrial investment fund to be demonstrated. In the feasibility study, the paper mainly analyzes the policy, market, capital and experience of the development of the forestry industry investment fund in China. Project and other five aspects of the real environment. This part mainly includes the third chapter, 4th. Third, the development model of China's forestry industry investment fund is preliminarily designed. In this part. Firstly, the development experience of domestic and foreign industrial investment funds is summarized, and then the advantages and disadvantages of different systems of forestry industry investment funds are compared and analyzed. Combined with the characteristics of forestry industry, the development model of forestry industry investment fund is put forward. Finally, the possible obstacles affecting the development of forestry industry investment fund are analyzed. This part mainly includes 5th to 8th chapters of the thesis. The result of this paper shows that the forestry investment efficiency of our country needs to be further improved. 2. The financial needs of forestry enterprises in China can not be met effectively; 3. Forestry industry investment fund can promote the improvement of forestry investment and financing system; 4. It is feasible to develop forestry industry investment fund. On this basis, this paper designs the model of forestry industry investment fund, and puts forward the guarantee suggestion of developing forestry industry investment fund: 1, perfect laws and regulations; (2) constructing multi-level capital market; (3) perfecting the institutional environment for the development of industrial investment funds; 4. Strengthen the cultivation of talents.
