邓小平的改革定型思想与中国经济定型

【摘要】：邓小平在"南方谈话"中不仅强调了他一贯倡导的改革试验思想,也同时包含改革定型的思想。20年过去了,中国改革试验的许多做法需要定型。从世界范围看,中国改革开放以来已逐步形成开发型市场经济模式。这种模式不同于英美的规制型市场经济模式,而且开始升级为更高的版本。目前在实施开发型模式的基础上,需要进一步完善定型的制度,包括以现代公司制为基础的国有企业制度、保留中央政府必要行政手段的宏观调控制度、兼顾公平与效率的个人收入分配制度、符合低碳经济要求的资源开采与利用制度、兼顾内需和外需的对外经贸政策。
[Abstract]:In the "South talk," Deng Xiaoping stressed not only the reform experimental idea he has always advocated, but also the idea of reform and stereotyping. Twenty years later, many of the practices of China's reform experiments need to be finalized. Since the reform and opening up, China has gradually formed a development-oriented market economy model, which is different from the regulatory market economy model of the United States and the United States, and has begun to upgrade to a higher version. At present, on the basis of the implementation of the development-oriented market economy model, There is a need to further improve the finalized system, including the system of state-owned enterprises based on modern corporate systems, the system of macroeconomic regulation and control that is necessary for the administration of the central Government, and the system of personal income distribution that takes into account equity and efficiency, Resource exploitation and utilization system in accordance with the requirements of low-carbon economy, foreign economic and trade policies that take into account domestic demand and foreign demand.
