退耕还林中农户经济活动的行为经济学研究

【摘要】： 退耕还林是为解决我国水土流失、土地沙化等生态环境问题而采取的重大举措,是一项涉及千家万户农民群众切身利益的复杂系统工程。农户是退耕还林的主体和直接参与者,退耕还林工程的实施与他们的利益有着直接的关系。农户的退耕还林成果能否继续保留?退耕农户的经济活动趋向是什么?怎样能长期保证农户还林后不再复耕?这些问题将会影响退耕还林工程的持续发展。因此,对退耕还林工程中农户经济活动的研究具重要的意义。本文以西安市蓝田县为例,通过实地农户调查,探讨退耕农户的发展需求及其在退耕还林意愿、行为方式等,并且用前景理论分析了退耕还林补助期满后农户的经济活动。在文章的最后用最后通牒模型分析了怎样保护农户的经济利益问题,并提出促进退耕还林工程可持续发展的相关建议。研究的主要结论为: 现行的退耕还林政策在很大程度上忽视了微观参与主体—农户的意愿和发展需求。在退耕还林实施前期,绝大多数退耕农户在确定退耕地块、退耕模式、退耕地上的树种等方面都没有选择权;在退耕还林后,农户对种植林木的技术、资金、就业渠道的需求却得不到满足。大部分农户之所以踊跃参加退耕还林,主要与国家的补偿政策有关。退耕补助期满后,退耕农户收入的多元化是确保退耕还林工程可持续发展的关键所在。要将生态文明的理念渗透到农户生产、生活各个层面,增强农民的生态忧患意识、树立农户的生态文明关,形成人与自然和谐相处的生产和生活方式。
[Abstract]:Returning cropland to forest is an important measure to solve the ecological and environmental problems such as soil and water loss, land desertification and so on. It is a complex system project involving the vital interests of farmers from thousands of families. Farmers are the main body and direct participants in the conversion of farmland to forests. The implementation of the project has a direct relationship with their interests. What is the trend of economic activities of farmers returning farmland? How to ensure that farmers will no longer be recultivated after returning to forest in the long run? These problems will affect the sustainable development of the project. Therefore, it is of great significance to study the economic activities of farmers in the project. To explore the development needs of farmers returning farmland and their willingness to return farmland to forests, behavior patterns, etc. At the end of this paper, the author analyzes how to protect the economic interests of farmers by using ultimatum model. The main conclusions of the study are as follows:. The current policy of returning cropland to forest largely ignores the will and development needs of the micro-participators-farmers. In the early stage of the implementation of returning farmland to forestry, the vast majority of returning farmers are determining the plot of farmland and the mode of returning farmland. After returning farmland to forest, farmers' demand for planting technology, funds and employment channels is not satisfied. The reason why most farmers actively participate in the conversion of farmland to forest is mainly related to the national compensation policy. After the expiration of the subsidy, the diversification of income of farmers is the key to ensure the sustainable development of the project. The concept of ecological civilization should be permeated into farmers' production and life at all levels, strengthen farmers' consciousness of ecological distress, establish ecological civilization of farmers, and form a way of production and life in harmony between man and nature.
