上海启动碳排放交易试点

【摘要】：正本刊讯近日,上海市政府公布了《关于本市开展碳排放交易试点工作的实施意见》,将建立政府指导下的市场化碳排放交易机制,引导企业实现低成本的主动减排。2013～2015年,上海将开展碳排放交易试点工作。届时上海市政府部门对重点碳排放企业实施碳排放配额分配制度,建立区域碳排放交易市场、创新型碳金融市场、建立全国性碳排放交易市场和交易平台。上海还将加大资金支持力度,安排市级财政资金,支持企业碳排放检测报
[Abstract]:Recently, the Shanghai Municipal Government announced its "opinions on the implementation of pilot work on carbon emissions trading in the city", which will establish a market-oriented carbon emissions trading mechanism under the guidance of the government and guide enterprises to achieve low-cost and active emission reduction .2013-2015. Shanghai will carry out carbon emissions trading pilot work. By then, the Shanghai municipal government will implement the carbon emission quota allocation system for key carbon emission enterprises, establish regional carbon emissions trading markets, create a new carbon financial market, and establish a national carbon emissions trading market and trading platform. Shanghai will also increase financial support, arrange municipal financial funds, and support enterprise carbon emission testing reports.
