公共经济的道德哲学思考

【摘要】：在公共经济与公共财政饱受质疑和诟病的当今社会,探寻公共经济伦理正当性的依据,对公共经济进行道德哲学的思考显得十分必要。文章首先从历史渊源、公共选择与公共经济正义关系、人性假设的关联以及方法论的视角对公共经济与公共选择理念的关联性进行了分析,指出公共选择理念本质上是公共经济道德哲学;并对作为公共经济道德哲学核心问题的公共经济利益关系作了分析,指出由于利益主体的多元性导致利益冲突的复杂性,以及对利益冲突进行伦理规制的必要性。最后提出了对公共经济运行进行伦理规制的原则建议,以期有助于构建公共责任型公共经济伦理体系。
[Abstract]:In today's society where public economy and public finance have been questioned and criticized, it is necessary to explore the basis for the legitimacy of public economic ethics and to think about public economy in moral philosophy. Firstly, this paper analyzes the relationship between public economy and public choice from the perspective of historical origin, the relationship between public choice and public economic justice, the relationship between human nature hypothesis and methodology. This paper points out that the concept of public choice is essentially a philosophy of public economic morality, and analyzes the relationship of public economic interests, which is the core issue of public economic moral philosophy, and points out that the multiplicity of interest subjects leads to the complexity of interest conflicts. And the necessity of ethical regulation on conflict of interest. Finally, the paper puts forward some suggestions on the ethical regulation of public economy operation, in order to help to construct the public responsible public economic ethics system.
