长三角大气污染物排污权交易一体化研究

【摘要】：长三角是我国经济最发达的区域之一,经济的高速发展也使该地区大气污染状况日益加重。控制大气污染、改善空气质量,已经成为长三角区域迫切需要解决的一个重要问题。实践证明,仅靠传统的命令控制模式即收取排污费的方式来控制大气污染还远远不够。引入市场机制,通过排污权交易来控制大气污染物的排放总量,已经成为长三角各地方政府为解决环境污染问题努力尝试的一个新途径。文章首先分析了长三角区域实行大气污染物排污权交易一体化的必要性和可行性,在此基础上提出长三角大气污染物排污权交易市场的思路。
[Abstract]:Yangtze River Delta is one of the most developed regions in China. Controlling air pollution and improving air quality have become an urgent problem in Yangtze River Delta region. It has been proved that it is far from enough to control air pollution only by the traditional command control mode, that is, to collect sewage charges. The introduction of market mechanism to control the total amount of atmospheric pollutants through emission trading has become a new way for the local governments in Yangtze River Delta to try their best to solve the environmental pollution problem. This paper first analyzes the necessity and feasibility of the integration of atmospheric pollutant emission rights trading in the Yangtze River Delta region, and then puts forward the ideas of the Yangtze River Delta air pollutant emission rights trading market.
