湖泊流域跨界水污染转移税协调模型

【摘要】：采用税收手段是解决我国日益严重的湖泊流域跨界水污染问题的有效途径.首先结合湖泊流域的结构特点,提出了污染物人为调控和污染物分离处理等几个基本假定,构建了湖泊流域跨界水污染结构描述模型.其次,通过流域管理机构与流域各地区的Stackelberg动态博弈分析,构建了湖泊流域跨界水污染转移税协调模型,并用理想点法求解出协调模型的均衡解.最后,通过对太湖流域的实证分析,得出利用经济手段使用转移税协调模型不论是降低流域治污成本、还是解决流域跨界污染纠纷都明显优于目前正在实施的指令配额模型的结论.
[Abstract]:Taxation is an effective way to solve the problem of cross-boundary water pollution in lake basin. Firstly, based on the structural characteristics of lake basin, several basic assumptions such as artificial control of pollutants and separation of pollutants are put forward, and a structural description model of transboundary water pollution in lake basin is constructed. Secondly, through the Stackelberg dynamic game analysis between watershed management agencies and each region of the basin, the coordinated model of transboundary water pollution transfer tax in the lake basin is constructed, and the equilibrium solution of the coordination model is obtained by using the ideal point method. Finally, through the empirical analysis of Taihu Lake Basin, the paper draws a conclusion that the coordinated model of using transfer tax by economic means can reduce the pollution control cost of the basin. It is also superior to the current implementation of the directive quota model to solve the disputes of transboundary pollution in the river basin.
