欧盟排放交易机制总量设置和调整及对中国的借鉴意义

【摘要】：如何进行有效的配额总量设置是中国实施国家级排放交易机制所要面对的首要课题,其实施效果的优劣将直接影响到配额初始分配和交易,在遇到经济周期影响等结构性问题时,则需要借助总量调整机制加以补充修正。欧盟排放交易体系通过近10年的实践,在总量设定的路径选择、总量的分解模式以及总量结构调整机制设计等方面积累了丰富的经验,对于我国未来全国统一排放交易体系中总量设定规则的设计具有借鉴意义。
[Abstract]:How to set up the total amount of quota effectively is the most important task for China to implement the national emission trading mechanism, and the effect of its implementation will directly affect the initial allocation and trading of quotas. In the case of structural problems such as the impact of the economic cycle, it needs to be supplemented by the aggregate adjustment mechanism. After nearly 10 years of practice, the EU emission trading system has accumulated rich experience in the path selection of total amount setting, the decomposition mode of total amount and the design of aggregate structure adjustment mechanism, etc. It can be used for reference in the design of the total quantity setting rules in the future national unified emission trading system.
