制度效用有限论

【摘要】： 在“制度热”的热度下降的背景下,对制度的局限性展开研究的学者专家日益增多,其成果也颇为丰富。但是成果是分散的、零星的,缺乏深入的哲学析理,系统整体的分析框架以及结合丰富实践的经验印证,更无人以“制度效用有限论”为题作系统研究。本文认为,围绕“制度效用有限”展开的理论分析框架是制度变迁理论的组成部分。 笔者旨在从哲学的视角来解析制度效用有限的哲学意蕴;从静态的视角来析理制度的供需错位、制度的僵化滞后、制度的效用失灵和制度的文本异化;从动态的视角来解析运思时它会受到时地的约束,制订时它会受到认识的局限,实行时它会受到利益的纠缠,并重点解析利益集团。最后,用新农村建设的实践经验来印证制度效用的有限。 本文试图通过对制度的供需错位、制度的僵化滞后、制度的效用失灵和制度的文本异化之间的内在联系进行尝试性探讨,并力图通过对利益集团的深入剖析来说明:制度是重要的,但其效用是有限的,从而为强调制度的实践功用和制度的不断创新提供理论支撑。
[Abstract]:Under the background of "institutional fever", the number of scholars and experts studying the limitation of institution is increasing day by day, and the results are also quite rich. However, the results are scattered, sporadic, lack of in-depth philosophical analysis, the analysis framework of the system as a whole and the experience of rich practice, and no one makes a systematic study on the topic of "the theory of limited institutional utility". This paper holds that the theoretical analysis framework around "limited utility of institution" is a component of the theory of institutional change. The purpose of this paper is to analyze the philosophical implication of the limited utility of institution from the perspective of philosophy, to analyze the dislocation of supply and demand of the system from a static point of view, the rigid lag of the system, the failure of the utility of the system and the alienation of the text of the system. From the dynamic point of view, it will be constrained by the time and place when thinking, it will be limited by understanding when it is formulated, it will be entangled by interests when it is implemented, and it will focus on the analysis of interest groups. Finally, use the practical experience of the new rural construction to verify the limited effectiveness of the system. This paper attempts to explore the internal relationship between the dislocation of the supply and demand of the institution, the rigidity of the institution, the failure of the utility of the institution and the alienation of the text of the institution. It also tries to explain through the in-depth analysis of interest groups that the institution is important, but its utility is limited, thus providing theoretical support for emphasizing the practical function of the system and the continuous innovation of the system.
