区域碳足迹核算指标体系的构建

【摘要】:温室气体改变全球气候,已经严重影响人类的生存。中国政府与世界各国早在20世纪初就开始了与温室效应作斗争。2009年,中国政府向世界承诺:到2020年,中国单位GDP碳排放量将比2005年降低40%-45%。对此,中国做出大胆的创新尝试,辽宁、广东、云南、陕西和湖北作为低碳试点省,由此引起了对省级区域的碳足迹核算的需求。区域碳足迹核算指标体系目的在于描述和评价我国省级地区的碳足迹现状和发展趋势,以便减排工作的计划、控制和考核。 通过文献研究,对已有碳足迹核算理论和指标进行对比分析和趋势分析,构建出一套合理的区域碳足迹核算指标体系理论框架。指标体系的理论框架由规模维度、结构维度和强度维度三个方面构成。并根据我国省级地区数据的特点,设计出区域碳足迹核算指标体系的初始指标。将三个维度作为一级指标展开,可得到最后指标体系41个初始指标,并对每个指标的定义和计算进行了详细的说明。通过我国30个省级地区的数据实证分析,运用聚类-复相关系数分析法,筛选出28个指标。并且筛选出的指标基本保存了原设定的理论框架。构建出的最终区域碳足迹核算指标体系通过了聚类分析的验证,证实了其科学性。 在此基础上,对筛选出来的指标体系进行指标标准化,并运用因子权重法设定权数,构建出区域碳足迹核算综合评价指标。最终得出30个省级区域的综合评分,并对结果进行了分析。 通过区域碳足迹核算指标体系的分析,把全国30个省级区域分成4类:标杆省份、先进省份、一般省份和落后省份。并且可以得出各类省份碳足迹表现特点。为我国政策制定提供了参考。
[Abstract]:Greenhouse gases change the global climate, has seriously affected the survival of mankind. The Chinese government has been battling Greenhouse Effect since the early 20th century. In 2009, the Chinese government promised the world that by 2020, China's carbon emissions per unit of GDP will be 40 to 45 lower than in 2005. In response to this, China made bold innovation attempts, Liaoning, Guangdong, Yunnan, Shaanxi and Hubei as low carbon pilot provinces, resulting in the need for provincial carbon footprint accounting. The purpose of regional carbon footprint accounting index system is to describe and evaluate the current situation and development trend of carbon footprint in provincial areas of China, so as to plan, control and assess the emission reduction work. Based on the literature research, this paper makes a comparative analysis and trend analysis on the existing theories and indicators of carbon footprint accounting, and constructs a set of reasonable theoretical framework of regional carbon footprint accounting index system. The theoretical framework of the index system consists of three aspects: scale dimension, structural dimension and intensity dimension. According to the characteristics of provincial data in China, the initial index of regional carbon footprint accounting index system is designed. Taking the three dimensions as first-order indicators, 41 initial indicators of the final index system can be obtained, and the definition and calculation of each index are explained in detail. Based on the empirical analysis of data from 30 provinces in China, 28 indexes were screened by means of clustering and complex correlation coefficient analysis. And the selected indicators basically preserve the theoretical framework originally set. The final regional carbon footprint accounting index system is proved to be scientific by cluster analysis. On this basis, the selected index system is standardized, and the weights are set up by using the factor weight method, and the comprehensive evaluation index of regional carbon footprint accounting is constructed. Finally, the comprehensive scores of 30 provincial regions are obtained, and the results are analyzed. Through the analysis of regional carbon footprint accounting index system, 30 provincial regions in China are divided into four categories: benchmarking province, advanced province, general province and backward province. And can get all kinds of provinces carbon footprint performance characteristics. It provides reference for our country's policy making.
