“一带一路”战略背景下我国航海教育输出研究

【摘要】：2013年9-10月,中国国家主席习近平先后提出共建"丝绸之路经济带"和"21世纪海上丝绸之路"(简称"一带一路")的重大倡议,引起国际社会高度关注。《推动共建丝绸之路经济带和21世纪海上丝绸之路的愿景与行动》中提出,"一带一路"战略目标在于实现"五通",即政策沟通、贸易畅通、道路联通、货币流通和民心相通。增强与"一带一路"沿线国家航海教育合作,推进我国航海教育输出,是道路联通的重要支持,贸易畅通的重要保障,民心相通的重要手段。本文以我国航海教育输出作为研究对象,以"一带一路"战略作为研究背景,使用文献研究法、调查研究法及归纳分析法三个研究方法,试图为"一带一路"战略的深入落实、航海教育输出的发展以及国际化人才的培养提供参考。本文的研究共分为3个部分:第一部分介绍了 "一带一路"战略给我国航海教育输出带来的机遇、挑战以及"一带一路"战略背景下我国航海教育输出的优势。第二部分梳理了我国航海教育输出的现状,并分析目前我国航海教育输出存在的问题及原因。第三部分根据"一带一路"战略背景下我国航海教育输出存在的问题及原因,提出了制定我国航海教育输出发展规划、完善我国航海教育输出支持保障体系、健全"一带一路"航海教育输出合作机制、提高我国航海教育国际竞争力四个对策,以提高我国航海教育在国际上的竞争优势,扩大我国航海教育对"一带一路"沿线国家的输出,增强我国海上话语权。
[Abstract]:From September to October 2013, Chinese President Belt and Road put forward a major initiative to jointly build the "Silk Road Economic Belt" and "Maritime Silk Road of the 21st Century" ("Belt and Road").The vision and actions for promoting the establishment of the Silk Road Economic Belt and the 21st Century Maritime Silk Road "put forward that the strategic goal of" Belt and Road "is to realize the" five links ", that is, policy communication, smooth trade, and road connectivity.The circulation of money is interlinked with popular sentiment.To strengthen the cooperation with the countries along the route of "Belt and Road" in maritime education and to promote the export of navigation education in China is an important support of road connection, an important guarantee of smooth trade and an important means of communicating people's feelings.This article takes the marine education output of our country as the research object, takes the "Belt and Road" strategy as the research background, uses the literature research method, the investigation research method and the inductive analysis method, tries to carry out the "Belt and Road" strategy deeply.The development of marine education export and the training of international talents provide reference.The research of this paper is divided into three parts: the first part introduces the opportunity, challenge and advantage of the "Belt and Road" strategy to the marine education output of our country under the background of "Belt and Road" strategy.The second part combs the present situation of our country's marine education export, and analyzes the existing problems and reasons of our country's marine education export.In the third part, according to the problems and reasons existing in the export of navigation education under the strategic background of Belt and Road, the author puts forward the development plan of the export of navigation education in China, and consummates the support and guarantee system of the export of navigation education in China.Improve the cooperation mechanism of "Belt and Road" maritime education export, improve the international competitiveness of China's maritime education four countermeasures, in order to improve our maritime education in the international competitive advantage,Expand the export of navigation education to the countries along Belt and Road and strengthen the right of speaking at sea.
