【摘要】:凤凰古城风景区经营权转让无疑在我国旅游发展中掀起了轩然大波,并成为当时乃至之后很多年旅游界的舆论焦点,赞成与反对的声音同在。然而,随着时代的发展,转让国有景区经营权这一制度安排被越来越多的人所接受,全国各地景区经营权转让的案例越来越多,相应的景区经营权转让所引发的问题也越来越多。那么,景区经营权转让对景区发展的影响到底是有益的还是有害的,或者二者兼而有之呢?对于这个问题,本研究期望通过对凤凰古城景区经营权转让十年后的旅游发展绩效的评价来检验经营权转让这一旅游景区的制度安排的合理性,并期望通过建立一个科学合理的评价体系来分析凤凰古城经营权转让后凤凰古城景区的旅游发展绩效,以期在研究中发现凤凰古城经营权转让的优点和不足,最终本着取其精华去其糟粕的精神为凤凰古城未来的发展提出有益的建议,并为其它经营权转让景区的发展提供一定的借鉴。 文章的主要研究内容如下: 1、概述了景区经营权转让后凤凰古城旅游发展绩效评价的相关理论。本文通过相关理论和文献的总结和研究,以绩效评价理论与我国景区经营权有偿转让相关理论为研究基础,通过对景区经营权转让后凤凰古城旅游发展目标、内涵、实现途径的研究,结合绩效理论提出了景区经营权转让后凤凰古城旅游发展绩效评价的概念和内涵,并通过对景区经营权转让后凤凰古城旅游发展的现状分析,认识了景区经营权转让后凤凰古城旅游发展绩效评价的重要意义。 2、构建了景区经营权转让后凤凰古城旅游发展绩效评价指标体系。本部分的研究内容为整个研究的核心内容,该部分根据对凤凰古城经营权转让后的旅游发展的实际情况,在绩效评价理论的指导下,通过查阅相关文献、实地调查和走访等形式建立了景区经营权转让后凤凰古城旅游发展绩效评价的初试指标内容,并通过预测诗的方法最终确定了本研究的指标内容;结合本研究的实际情况,本文选取了层次分析法为景区经营权转让后凤凰古城旅游发展绩效评价的评价方法。 3、对景区经营权转让后凤凰古城旅游发展绩效评价进行了实证研究。论文编制了调查问卷,选取凤凰政府工作人员、凤凰当地居民、凤凰古城游客和凤凰古城旅游发展专业人士为调查对象进行问卷调查,通过收集数据进行处理,并应用层次分析法对景区经营权转让后凤凰古城旅游发展绩效进行了实证研究。
[Abstract]:There is no doubt that the transfer of the management right of the scenic spot of the ancient city of Phoenix has caused a great uproar in the tourism development of our country, and has become the focus of public opinion in the tourism circles at that time and even many years after that. With the development of the times, the institutional arrangement of transferring the management right of state-owned scenic spots has been accepted by more and more people, and there are more and more cases of the transfer of the management rights of scenic spots all over the country. There are more and more problems caused by the transfer of the management right of the corresponding scenic spot. So, is the transfer of the management right of the scenic spot beneficial or harmful to the development of the scenic spot, or both? For this problem, this study hopes to test the rationality of the institutional arrangement of the transfer of the management right through the evaluation of the performance of tourism development after the transfer of the management right of Phoenix Ancient City Scenic spot ten years later. And through the establishment of a scientific and reasonable evaluation system to analyze the Phoenix ancient city after the transfer of management rights after the performance of tourism development, in order to find in the study of the Phoenix ancient city management rights transfer advantages and disadvantages. Finally, in the spirit of taking its essence away from its dross, it puts forward some useful suggestions for the future development of Phoenix ancient city, and provides some reference for the development of other management rights transfer scenic spots. The main contents of this paper are as follows: 1. It summarizes the related theories of tourism development performance evaluation of Phoenix ancient city after the transfer of scenic spot management right. This paper summarizes and studies the relevant theories and documents. On the basis of the theory of performance evaluation and the theory of compensation transfer of the management right of scenic spots in China, through the research on the tourism development goal, connotation and realization way of Phoenix ancient city after the transfer of the management right of scenic spot. Combined with the theory of performance, this paper puts forward the concept and connotation of tourism development performance evaluation of Phoenix ancient city after the transfer of management right of scenic spot, and analyzes the present situation of tourism development of Phoenix ancient city after the transfer of management right of scenic spot. The important significance of performance evaluation of tourism development in Phoenix ancient city after the transfer of management right of scenic spot is recognized. 2. Construct the evaluation index system of tourism development performance of Phoenix ancient city after the transfer of scenic spot management right. The research content of this part is the core content of the whole research. This part is based on the actual situation of tourism development after the transfer of management right of Phoenix ancient city, under the guidance of performance evaluation theory, through consulting relevant literature. In the form of field investigation and visit, this paper establishes the index content of the performance evaluation of the tourism development of Phoenix ancient city after the transfer of the management right of the scenic spot, and finally determines the index content of this study by the method of predicting poetry; Combined with the actual situation of this study, this paper selects AHP as the evaluation method of tourism development performance of Phoenix ancient city after the transfer of management right. 3. Empirical study on tourism development performance evaluation of Phoenix ancient city after the transfer of management right of scenic spot. The paper compiled the questionnaire, selected Phoenix government staff, Phoenix local residents. Phoenix ancient city tourists and Phoenix ancient city tourism development professionals for the survey object questionnaire, through the collection of data for processing. The paper also makes an empirical study on the tourism development performance of Fenghuang ancient city after the transfer of the scenic spot management right by the Analytic hierarchy process (AHP).
