科学发展观视野下滇西地区旅游产业区域合作模式研究

【摘要】：统筹区域发展是科学发展观的内在要求,“两强一堡”建设是云南科学发展的具体体现。旅游资源是云南优特资源，旅游产业是云南“两强一堡”战略的龙头产业，是云南抓落实科学发展观，抓经济增长方式转变，，抓城乡统筹发展，抓改善民生，抓对外开放的重要阵地。滇西位处云南桥头堡的最前沿，是云南民族文化和生态资源最丰富、最富特色的地区，促进区域旅游合作，加快滇西旅游业的大发展是云南省委、省政府贯彻落实科学发展观的重大战略措施。滇西地区旅游资源丰富，但跨行政区分布的特点较突出。资源权属的不唯一性和各个行政区旅游发展不协调,使滇西区域内旅游资源破坏性开发、重复开发、保护责任不清等问题非常突出。通过政府、市场和社区的多方博弈，构建和谐开发利用跨区域分布旅游资源的内在机制，建设具有实体合作的滇西旅游经济圈，实现区域旅游一体化发展，是滇西地区旅游产业发展的关键。本文一是通过实地考察、问卷、访谈和网络调查等方式，对滇西地区跨区分布旅游资源品牌开发利用的方式方法、问题、表现及区域内旅游资源各利益主体间和谐合作共享旅游资源权益的意愿等进行系统调研；二是通过研究相关政策资料和区域旅游合作的案例资料，系统把握国家旅游资源管理和区域经济合作等方面的政策法规以及各地制度创新的情况；三是在上述研究基础上，系统分析滇西区域旅游合作的条件及制约因素，提出滇西旅游一体化发展的思路及策略。对滇西各地和谐开发利用跨区域旅游资源，实现滇西旅游一体化发展的思路与策略进行理论化概括，抽象出和谐开发利用跨区域分布旅游资源的内在机制，为滇西地区旅游资源开发保护问题提供一种新的思路和模式。
[Abstract]:Regional development as a whole is the inherent requirement of the scientific development view, and the construction of "two strong and one castle" is the concrete embodiment of Yunnan's scientific development. Tourism resources are the excellent and special resources of Yunnan, and the tourism industry is the leading industry of Yunnan's "two strong and one fort" strategy. It is an important position for Yunnan to grasp the implementation of the scientific concept of development, the transformation of the mode of economic growth, the overall development of urban and rural areas, the improvement of the people's livelihood, and the opening to the outside world. The west of Yunnan lies at the forefront of the bridgehead in Yunnan, and is the richest of ethnic culture and ecological resources in Yunnan. Promoting regional tourism cooperation and speeding up the development of tourism in western Yunnan are the important strategic measures for Yunnan Provincial Party Committee and provincial government to carry out the concept of scientific development. The western Yunnan area is rich in tourism resources, but the characteristics of cross-administrative distribution are more prominent. The non-uniqueness of the ownership of resources and the uncoordinated development of tourism in various administrative regions make the destructive exploitation and repeated exploitation of tourism resources in the western Yunnan region. The problem of unclear responsibility to protect is very prominent. Through the multi-game among government, market and community, the internal mechanism of harmonious development and utilization of cross-regional distribution tourism resources is constructed, and the western Yunnan tourism economic circle with entity cooperation is built. The development of regional tourism integration is the key to the development of tourism industry in western Yunnan. The first part of this paper is the ways and methods of brand development and utilization of cross-regional distribution tourism resources in western Yunnan by means of field visits, questionnaires, interviews and network surveys. The performance and the willingness to cooperate and share the rights and interests of tourism resources among the stakeholders of tourism resources in the region; second, through the study of relevant policy information and regional tourism cooperation case data, Systematically grasp the policies and regulations of national tourism resources management and regional economic cooperation, as well as the situation of institutional innovation in various regions. Thirdly, on the basis of the above research, the paper systematically analyzes the conditions and constraints of regional tourism cooperation in western Yunnan. This paper puts forward the ideas and strategies for the development of tourism integration in western Yunnan, and theoretically generalizes the ideas and strategies for the harmonious development and utilization of cross-regional tourism resources and the realization of the integrated development of tourism in western Yunnan. This paper abstracts the internal mechanism of harmonious exploitation and utilization of cross-regional distribution of tourism resources, which provides a new way of thinking and mode for the development and protection of tourism resources in western Yunnan.
