山西旅游业发展法律问题研究

【摘要】：山西省具有丰富的历史文化资源和自然资源，具有发展旅游业得天独厚的条件和优势。早在山西省“九五”发展规划中，旅游业就被确定为跨世纪发展战略的四大支柱产业之一。近年来，山西旅游产业发展快速，面对新时期的挑战和机遇，要加快产业结构的调整，使山西旅游产业进入跨越发展的新阶段。山西旅游业在发展规模上虽然取得了一定成绩，但是还存在一系列的问题，制约着山西旅游业由资源大省向资源强省的转变。因此，努力探索将山西文物资源大省转变为旅游经济大省的对策，实现山西旅游业跨越式发展，为山西的产业结构调整和经济发展发展做出切实有效的贡献，就显得尤为重要。为适应新时期山西旅游业的发展要求，，本文在调查山西省旅游业现状的基础上，客观的评价了近年来山西省旅游发展的成绩。提出要以优化产业结构作为调整经济发展的思路，强调旅游服务业在山西经济发展中的重要作用；当前山西旅游市场中存在的诸如管理体制、人力资源、不正当竞争和投融资方面的问题；并从山西产业结构调整及旅游业发展的需求出发，探讨政府在旅游产业发展中职能转变问题。针对以上问题，提出了一系列解决方案，并对私营经济投融资进入旅游景区进行经营，从产权理论上进行了深入的探讨并将其作为政府投资的重要补充来对待，以此来解决制约山西旅游业发展的瓶颈问题。
[Abstract]:Shanxi Province is rich in historical and cultural resources and natural resources, and has the unique conditions and advantages of developing tourism. As early as in the Ninth Five-Year Plan of Shanxi Province, Tourism has been identified as one of the four pillar industries in the cross-century development strategy. In recent years, Shanxi's tourism industry has developed rapidly. In the face of the challenges and opportunities in the new period, it is necessary to speed up the adjustment of the industrial structure. Shanxi tourism industry has entered a new stage of leapfrogging development. Although Shanxi tourism has made some achievements in the development scale, there are still a series of problems, which restrict the transformation of Shanxi tourism from a large province with large resources to a province with strong resources. It is particularly important to explore the countermeasures to transform the province of cultural relics and resources into a big province of tourism economy, to realize the leapfrog development of Shanxi tourism, and to make practical and effective contributions to the adjustment of industrial structure and economic development of Shanxi. In order to meet the requirements of Shanxi tourism development in the new era, this paper investigates the present situation of Shanxi tourism, This paper objectively evaluates the achievements of Shanxi's tourism development in recent years, puts forward the idea of adjusting the economic development by optimizing the industrial structure, and emphasizes the important role of tourism service industry in Shanxi's economic development. The current problems in Shanxi's tourism market, such as management system, human resources, unfair competition and investment and financing, are based on the needs of the adjustment of Shanxi's industrial structure and the development of tourism. This paper probes into the transformation of government's functions in the development of tourism industry. In view of the above problems, it puts forward a series of solutions, and manages the investment and financing of private economy into tourist scenic spots. This paper discusses the property right theory deeply and treats it as an important supplement to the government investment in order to solve the bottleneck problem that restricts the development of Shanxi tourism.
