优化都江堰景区融资模式的思考

【摘要】：都江堰风景名胜区拥有“世界文化遗产”之称号,为国家5A级旅游景区、国家级风景名胜区,具有奇高的科学、历史、文化、旅游、经济等价值。“5.12”汶川地震使得景区内景点、建筑及公共设施遭到损坏,损失惨重。在举国大力发展文化产业、落实“十二五规划”以及四川灾后重建的背景之下,都江堰风景名胜区正处于升级的关键期,面临着完善旅游基础设施、提升旅游资源品质、发扬振兴区域文化、实现粗放型向集约型转变等一系列的资金需求。从现阶段的发展情况看,财政资金对景区的投入有限,景区融资成为制约都江堰景区发展的瓶颈。探讨都江堰景区的融资模式,选择适宜的融资方式,利于保护都江堰景区的遗产资源,发展都江堰景区的文化产业,促进都江堰地区经济发展,有助于指导旅游投资者的投资行为,促进四川由“旅游大省”向“旅游强省”的转变发展。 本文从探讨景区融资理论入手,论证了优化融资模式对于都江堰景区的发展具有极其重要的意义,进而分析了现阶段都江堰景区的融资现状及问题,并有针对性地从优化金融环境、健全引导机制、完善旅游融资体系、做好融资方法选择、创新融资方法、完善融资基础定量分析的角度提出了优化都江堰景区的融资模式的方案。 本文拟在前人的研究基础上,综合运用文献综述、比较研究、实证研究、调查统计等研究方法,通过查阅相关书籍资料、电子文案和互联网信息,对现有景区融资模式问题的研究做了梳理与总结,并在实际研究中吸收和借鉴了对本文有价值的观点,理论结合实际,探讨出优化都江堰景区融资模式的对策思考。 第一部分为研究背景,着重介绍了选题背景与意义、研究方法,以及相关文献综述。在对融资模式进行了概念界定的基础上,整理总结了旅游景区融资模式的研究基础理论。通过对国内外研究文献的检索、查阅,了解到西方国家对此研究远早于国内,并取得了相当的成果,综述出国内研究内容主要集中在旅游投资的主体、旅游融资的渠道、旅游投融资活动的问题及对策、旅游投融资的区域及项目等几方面。 文章的第二部分对都江堰景区融资现状及问题进行分析。针对都江堰景区的具体情况,阐述了都江堰景区的融资需求及现状,分析出现阶段景区融资存在着融资主体单一、融资方式乏新、欠缺完善的融资引导机制以及投资体系等问题。 文章第三部分有针对性地提出了优化都江堰景区融资模式的对策建议。首先从旅游投资宏观管理环境、旅游投资结构两方面提出优化我国旅游融资金融环境的建议；通过对投资引导功能、管理功能、服务功能的加强来建立健全投融资引导机制；接着提出了要优化我国旅游融资体系的建议；通过对政府财政拨款或补贴、股票融资、产业投资基金、贷款融资等传统融资方式做以论述,提出做好景区融资方式的选择的建议；之后提出了资产证券化、设计带有期权性质的旅游开发合约、采用PPP模式等的创新融资方案；最后在对大量实际数据进行收集和整理的基础上,选择出恰当的评估方法对景区融资行为进行基础定量分析,为景区融资提供了参考和依据。 本文的创新之处在于针对都江堰景区的融资需求,采用资产评估的基本方法进行综合分析、预测和计算而得出景区资产价值,以此作为融资基础定量分析,为景区融资提供了参考依据。然而本文着重强调了都江堰风景名胜区的融资基础定量分析,且忽视了对景区现阶段所处的生命周期阶段进行定性分析；同时,对于景区基础定量分析的结果没有进一步利用,这些研究空白和缺陷有待深入探究。 风景名胜区作为旅游产业的重要组成部分,有着良好的发展前景；随着第三产业的发展,金融服务业的体系不断完善,项目范围不断扩展,景区融资将成为金融领域内活跃的行为方式,其理论研究也将成为学术探讨的重点。
[Abstract]:Dujiangyan scenic area has the title of "world cultural heritage", the national 5A level scenic spots, national scenic area, has high scientific, historical, cultural, tourism, and other economic value. The whole nation to develop the cultural industry, the implementation of the "12th Five-Year plan", Sichuan post disaster reconstruction, the Dujiangyan scenic area is in a critical period of upgrading, facing to improve tourism infrastructure, improve the quality of tourism resources, promote regional culture, to achieve extensive to intensive change and a series of development from the demand for funds. The present stage, the area of the Financial Investment Co., the scenic financing has become a bottleneck restricting the development of Dujiangyan Dujiangyan scenic area. The scenic financing mode, select the appropriate financing Dujiangyan scenic area, conducive to the protection of heritage resources, the development of scenic spots of Dujiangyan cultural industry, promote the economic development of Dujiangyan area, the investment behavior helps to guide tourism investors, promote Sichuan from "tourism province" to "tourism province".
This paper start from the theory of scenic financing, demonstrates the optimization of financing mode is of great significance for the development of Dujiangyan scenic area, and then analyzes the financing situation and problems of Dujiangyan scenic area, and aims at optimizing the financial environment, sound mechanism to guide and improve the tourism financing system, better financing methods, innovative financing methods and put forward the optimization scheme of Dujiangyan scenic area financing mode analysis on perfecting the financing basis of quantitative analysis.
In this paper, on the basis of previous research, the integrated use of literature review, comparative study, empirical research, research methods of investigation and statistics, through the inspection of books, electronic copy and Internet information, research on the existing problems of the scenic financing mode has combed and summed up, absorb and learn from the valuable views on this article and in in practical research, combining theory and practice, discusses the countermeasures to optimize the Dujiangyan scenic spot financing model.
