博弈视角下的乡村旅游利益相关者研究

【摘要】：乡村旅游作为国内旅游的一支重要力量，在巨大的市场潜力的推动下得以蓬勃发展，显示出旺盛的生命力和广阔的发展前景。然而，，在发展实践中，以短期经济利益为目标的过度开发和不合理经营、利益相关者的非合作博弈、制度缺失和管理越位等问题引发一系列经济利益矛盾和纠纷。自上而下的政府推动热情高涨，而乡村社区的自发开发未得到应有重视。作为乡村旅游主体的农民和地方社区缺乏话语权，而主要由政府和开发商掌控的旅游开发管理难以兼顾各方利益。如何在乡村旅游开发和经营活动中与乡村社区的保护之间权衡利弊得失，如何较好地平衡利益相关者之间的利益关系，构建一个兼顾游客、当地社区以及政府和开发商的利益，兼顾经济、社会、文化、环境效益的利益协调机制是乡村旅游发展过程中不可回避的课题。文章对乡村旅游利益相关者及利益协调机制进行了深入探讨，不仅有利于完善乡村旅游理论体系，同时有助于科学指导乡村旅游业向更加合理和规范的方向发展。从这个意义来讲，该研究具有一定的理论意义和现实意义。文章在系统总结相关理论研究进展的基础上，应用管理学的利益相关者理论、博弈论理论，以乡村旅游利益相关者非合作动态博弈为研究主线，构建乡村旅游利益协调机制。首先，在对乡村旅游核心利益相关者进行界定，把乡村旅游核心利益相关者界定为五类：政府、旅游企业、社区居民、社区集体组织和乡村旅游者。在此基础上系统分析不同利益主体的权利、利益诉求和利益不协调的现象和原因。运用博弈论的分析方法，构建动态博弈模型解析博弈主体关系和利益格局，在此基础上对博弈关系的演化进行阐述。最后，基于博弈模型构建乡村旅游利益主体协调机制，包括制度保障机制、利益分配机制、利益表达机制、利益仲裁机制和社区参与机制。
[Abstract]:Rural tourism, as an important force in domestic tourism, has been developed vigorously under the impetus of huge market potential, showing a strong vitality and broad development prospects. However, in the development practice, The over-exploitation and unreasonable operation aimed at short-term economic interests, the non-cooperative game of stakeholders, the absence of system and management offside lead to a series of conflicts and disputes of economic interests. However, the spontaneous development of rural communities has not received due attention. As the main body of rural tourism, farmers and local communities lack the right to speak. However, the tourism development management, which is mainly controlled by the government and the developers, is difficult to take into account the interests of all parties. How to balance the advantages and disadvantages between the development and management of rural tourism and the protection of rural communities, How to better balance the interests of stakeholders, build a balance between tourists, local communities, as well as the interests of the government and developers, taking into account the economic, social, cultural, The interest coordination mechanism of environmental benefit is an unavoidable subject in the development of rural tourism. This paper probes into the stakeholders and the coordination mechanism of interest in rural tourism, which is not only conducive to perfecting the theoretical system of rural tourism. At the same time, it is helpful to guide the development of rural tourism in a more reasonable and standardized way. In this sense, the research has certain theoretical and practical significance. On the basis of systematically summarizing the research progress of relevant theories, this paper applies the stakeholder theory of management, game theory, and takes the non-cooperative dynamic game of rural tourism stakeholders as the main line of study. First of all, define the core stakeholders of rural tourism, and define the core stakeholders of rural tourism into five categories: government, tourism enterprises, community residents. Community collective organization and rural tourists. On this basis, systematically analyze the rights of different stakeholders, interest demands and interests of the phenomenon and reasons of disharmony. The dynamic game model is constructed to analyze the relationship between the main body and the interests of the game, and then the evolution of the relationship is expounded. Finally, the coordination mechanism of the main body of interest in rural tourism, including the mechanism of institutional guarantee, is constructed based on the game model. Interest distribution mechanism, interest expression mechanism, interest arbitration mechanism and community participation mechanism.
