汉源县旅游扶贫发展战略及对策研究

【摘要】：贫困是当今全世界关注的重大社会经济问题，消除贫困是全人类的共同目标。中国政府为实现消除贫困这一世界性课题，积极寻求各种扶贫途径。旅游业作为快速拉动经济增长的有效途径，推动世界范围内扶贫工程的开展，并且在中国的扶贫工作中发挥了巨大的扶贫功能。汉源县是四川省级贫困县，政府领导逐步意识到发展旅游对地方经济的积极影响，逐步推进旅游扶贫工程来实现脱贫致富。本论文首先从旅游扶贫的背景与意义出发，，对比分析了国内外旅游扶贫研究历程与内容；其次，介绍了旅游扶贫的相关概念，明确旅游扶贫的涵义、功能、条件以及本文研究的相关理论基础；接着，以汉源县作为实例，分析了汉源县旅游扶贫开发的背景条件；然后，在此基础上提出汉源县旅游扶贫的发展战略体系，确定其扶贫发展目标、发展思路，提出“政府主导+社区参与+市场运作+区域联盟”相统一的发展战略；最后，提出汉源县旅游扶贫发展对策，包括构建贫困人口受益机制、构建旅游扶贫保障体系和开发特色旅游产品，落实汉源县旅游扶贫开发的实施。旅游扶贫的目标在于帮助贫困人口脱贫致富，贫困人口的受益是旅游扶贫研究中需要重点关注的问题，汉源县旅游扶贫的成效取决于在实际操作中贫困人口在旅游开发中参与能力与参与程度，只有真正执行贫困人口受益机制，才能实现旅游扶贫的根本目的。
[Abstract]:Poverty is a major social and economic problem concerned by the world today, and poverty eradication is the common goal of all mankind. Actively seeking various ways to alleviate poverty. Tourism, as an effective way to boost economic growth, promotes the development of poverty alleviation projects around the world. Hanyuan County is a poverty-stricken county at the provincial level in Sichuan Province. Government leaders gradually realize the positive impact of tourism development on the local economy and gradually promote the tourism poverty alleviation project to achieve poverty alleviation and become rich. This paper firstly analyzes the research process and content of tourism poverty alleviation from the background and significance of tourism poverty alleviation, secondly, introduces the related concepts of tourism poverty alleviation, and clarifies the meaning and function of tourism poverty alleviation. Then, taking Hanyuan County as an example, the background conditions of tourism poverty alleviation development in Hanyuan County are analyzed, and then, on this basis, the development strategy system of tourism poverty alleviation in Hanyuan County is put forward. Finally, it puts forward the countermeasures of tourism poverty alleviation and development in Hanyuan County, including the construction of benefit mechanism for the poor population, and puts forward the unified development strategy of "Government-led Regional Alliance for Community participation in Market Operation". Build tourism poverty alleviation guarantee system and develop characteristic tourism products, carry out the implementation of tourism poverty alleviation development in Hanyuan County. The goal of tourism poverty alleviation is to help the poor to get rid of poverty and become rich. The benefits of the poor people are the key issues that need to be paid attention to in the study of poverty alleviation in tourism. The effect of tourism poverty alleviation in Hanyuan County depends on the participation ability and participation degree of the poor population in the actual operation. Only by implementing the benefit mechanism of the poor population can the basic purpose of poverty alleviation be realized.
