海南省低碳旅游产业发展战略研究

【摘要】：进入二十一世纪之后,全球气候问题一直困扰着人类,自2009年哥本哈根会议之后,关于这一议题的讨论变得更加激烈。人类活动正在引发一场巨大的生存环境变化。作为最大的发展中国家,同时也是负责任的大国,中国正在身体力行地承担一部分节能减排、推行低碳经济等艰巨任务。旅游业作为21世纪最具发展潜力的综合性经济产业,与生态环境息息相关。随着低碳经济的发展,低碳旅游也备受旅游界有识之士的广泛而密切的关注,如何发展低碳旅游、怎么发展低碳旅游产业成为政府、旅游企业和学者们热议的话题。本文旨在通过对低碳旅游的相关概念及理论的梳理、对海南低碳旅游资源的中度分析,从而为海南发展低碳旅游产业的战略决策做出几点思考与建议。本文通过围绕低碳旅游相关概念及理论、低碳旅游产业内涵及特征、海南低碳资源基础分析、海南低碳旅游战略设想等方面进行全方位深入探讨,全文共分六个部分。第一部分为序言,主要内容包括：研究背景及意义；文献综述,对国内外低碳旅游研究成果的综合研究述评；研究内容及方法；以及本文的技术路线。第二部分为低碳旅游相关概念及理论体系,对碳源、碳汇、碳足迹、碳中和、碳税等相关概念和低碳旅游的基础理论——可持续发展、低碳经济、生态旅游、等理论的研究进行了梳理与解构。第三部分为低碳旅游的主体概念体系,主要对低碳旅游与低碳旅游产业概念与内涵进行界定,并总结出低碳旅游产业的五大特征。第四部分对海南低碳旅游产业发展的进行了基础分析,并明确海南发展低碳旅游的优势与制约因素。第五部分为本文核心,对海南发展低碳旅游产业进行了大胆的战略设想,包括战略定位与目标、战略原则、空间布局、战略重点与战略保障等五大方面。第六部分为结论与展望,对本文的研究成果进行总结,并分析研究局限与不足。本文的研究成果对海南低碳旅游产业的建设具有指导作用,为我国大区域发展低碳旅游产业、争取国家节能减排的战略目标的实现提供了一定参考。
[Abstract]:After entering the 21 century, the global climate problem has plagued mankind, and since Copenhagen in 2009, the discussion on this issue has become more heated. Human activities are causing a great change in the living environment. As the largest developing country and a responsible big country, China is carrying out some of the arduous tasks of saving energy and reducing emissions and promoting a low-carbon economy. Tourism, as the most potential comprehensive economic industry in the 21 st century, is closely related to the ecological environment. With the development of low-carbon economy, low-carbon tourism has been widely and closely concerned by people of insight in the tourism industry. How to develop low-carbon tourism and how to develop low-carbon tourism industry has become a hot topic for the government, tourism enterprises and scholars. The purpose of this paper is to make a moderate analysis of the low-carbon tourism resources in Hainan by combing the related concepts and theories of low-carbon tourism, so as to make some thoughts and suggestions for the strategic decision of developing low-carbon tourism industry in Hainan. This paper focuses on the concept and theory of low-carbon tourism, the connotation and characteristics of low-carbon tourism industry, the basic analysis of low-carbon resources in Hainan, and the strategic assumption of low-carbon tourism in Hainan. The full text is divided into six parts. The first part is the preface, the main contents include: research background and significance; literature review, comprehensive research review of domestic and foreign low-carbon tourism research results; research content and methods; and the technical route of this paper. The second part is about low-carbon tourism related concepts and theoretical system, carbon source, carbon sink, carbon footprint, carbon neutralization, carbon tax and other related concepts and the basic theory of low-carbon tourism-sustainable development, low-carbon economy, eco-tourism. The research of the theory is combed and deconstructed. The third part is the main concept system of low-carbon tourism, mainly defines the concept and connotation of low-carbon tourism and low-carbon tourism industry, and summarizes the five characteristics of low-carbon tourism industry. The fourth part analyzes the development of low carbon tourism industry in Hainan, and clarifies the advantages and constraints of developing low carbon tourism in Hainan. The fifth part is the core of this paper, the development of low-carbon tourism industry in Hainan carried out bold strategic ideas, including strategic positioning and objectives, strategic principles, spatial layout, strategic focus and strategic security. The sixth part is the conclusion and prospect, summarizes the research results, and analyzes the limitations and shortcomings. The research results of this paper can guide the construction of low-carbon tourism industry in Hainan, and provide a certain reference for the development of low-carbon tourism industry in large regions of China and the realization of the strategic goal of national energy saving and emission reduction.
