西藏旅游业人力资源现状及开发策略

【摘要】:2010年西藏全区共实现接待国内外游客685万人次,比2009年同期增长22.1%;其中接待入境游客22.8万人次,同比增长30.5%;接待国内游客662万人次,同比增长21.8%;实现旅游总收入71.4亿元,增长27.6%,,相当于全区生产总值的14%。经过多年发展,旅游业在西藏国民经济社会中发挥着越来越重要的作用,实现了从一般性产业到支柱产业再到基本确立主导产业的跨越。在“十二五”期间,西藏政府对旅游业发展的思路是继续扩大产业规模,做大西藏旅游业,最大限度地促进旅游资源优势向产业优势和经济优势转化,要实现这一战略目标,一个关键的前提条件是要加快旅游人力资源开发和实现旅游人力资源的快速积累。 然而,如何加快开发西藏旅游人力资源和实现旅游人力资本积累?以指导我区旅游人力资源开发工作,为政府宏观决策提供可行的依据,这是摆在西藏旅游业面前的一个重大而紧迫的课题。而且对于了解我区旅游业人力资源状况,准确掌握旅游从业人员教育培训需求,大力实施人力资源开发战略和旅游人才队伍建设,都具有十分重要的现实意义。本研究就是在这种背景下,对西藏旅游业人力资源的开发进行尝试性研究。通过对西藏旅游人力资源现状的分析,希望为西藏旅游业人力资源如何顺利转化为人力资本提供针对性的建议和操作性的对策。 本研究主要由五部分组成,第一章是绪论,主要是在参阅了大量国内外相关研究文献的基础上,对国内外有关旅游业人力资源开发的研究进行了简单的评述,并总结旅游人力资源开发的理论基础与经验启示。同时对本研究所涉及的一些基本概念进行深入剖析,阐释相关理论,以此为整个研究奠定理论框架。通过查阅相关资料,总结提炼发达国家和地区在人力资源开发与管理方面的经验,为具体研究西藏旅游人力资源开发的思路提供素材。第二章是西藏旅游人力资源需求的原因分析,主要是阐述了随着西藏经济结构的调整、西藏旅游资源本身的特性等原因,西藏旅游业对人力资源的需求会不断的增加,从而阐明了本研究的意义。第三章是西藏旅游人力资源现状及存在的问题分析,通过对西藏旅游人力资源的实地调查和访谈,对年龄、学历、专业等要素的数据进行统计分析,总结出西藏旅游业人力资源的现状,使我们初步摸清了西藏旅游从业人员的现状,在此基础上,分析其存在的问题。第四章是政府主导下西藏旅游业人力资源开发策略。在分析现状、提出存在问题的基础上,以人力资源开发基本理论为指导,提出具体开发西藏旅游人力资源的建议。第五章是结论与展望。
[Abstract]:In 2010, the whole Tibet region received 6.85 million domestic and foreign tourists, an increase of 22.1b over the same period in 2009; 228000 inbound tourists, an increase of 30.5% over the same period last year; 6.62 million domestic tourists, an increase of 21.8yuan; and 7.14 billion yuan of total tourism income. The increase of 27.6 percent is equivalent to 14 percent of the region's GDP. After years of development, tourism plays a more and more important role in Tibet's national economy and society, realizing the leapfrogging from general industry to pillar industry to basic establishment of leading industry. During the 12th Five-Year Plan period, the thinking of the Tibetan government on the development of tourism is to continue to expand the scale of the industry, to expand the tourism industry in Tibet, and to maximize the transformation of the advantages of tourism resources into industrial and economic advantages, in order to achieve this strategic goal. A key prerequisite is to speed up the development of tourism human resources and realize the rapid accumulation of tourism human resources. However, how to speed up the development of tourism human resources in Tibet and realize the accumulation of tourism human capital? In order to guide the development of tourism human resources in our region and provide a feasible basis for the government's macro decision, this is an important and urgent task facing the tourism industry in Tibet. Moreover, it is of great practical significance to understand the situation of tourism human resources in our region, accurately grasp the education and training needs of tourism practitioners, vigorously implement the strategy of human resources development and the construction of tourism talents. Under this background, this paper attempts to study the development of tourism human resources in Tibet. Based on the analysis of the present situation of tourism human resources in Tibet, the author hopes to provide suggestions and operational countermeasures for the smooth transformation of tourism human resources into human capital in Tibet. This research is composed of five parts. The first chapter is the introduction, which is mainly based on the reference to a large number of domestic and foreign related research literature, on the basis of a brief review of the domestic and foreign research on the development of human resources in tourism. And summarizes the tourism human resources development theory foundation and the experience enlightenment. At the same time, some basic concepts involved in this study are analyzed in depth, and related theories are explained to lay a theoretical framework for the whole study. By referring to relevant data and summarizing and refining the experience of human resource development and management in developed countries and regions, this paper provides materials for the concrete study of the train of thought of tourism human resources development in Tibet. The second chapter is an analysis of the reasons for the demand for tourism human resources in Tibet. It mainly explains that with the adjustment of Tibet's economic structure and the characteristics of Tibet's tourism resources, the demand for human resources in Tibet's tourism industry will continue to increase. Thus, the significance of this study is clarified. The third chapter is an analysis of the present situation and existing problems of tourism human resources in Tibet. Through the field investigation and interview of tourism human resources in Tibet, the author makes a statistical analysis on the data of factors such as age, education, specialty and so on. This paper summarizes the present situation of tourism human resources in Tibet, and makes us know the present situation of tourism practitioners in Tibet. On the basis of this, the existing problems are analyzed. The fourth chapter is the development strategy of tourism human resources in Tibet under the guidance of the government. On the basis of analyzing the present situation and putting forward the existing problems, and guided by the basic theory of human resource development, this paper puts forward some suggestions for the concrete development of tourism human resources in Tibet. The fifth chapter is the conclusion and prospect.
