湖南省现代农业科技服务体系的现状及对策研究

【摘要】：随着信息化社会与现代化农业的不断深入发展,我国传统农业已经随着时代的变化逐渐改变,现代化农业服务方式已经渗透到农业生产的全过程。其中,现代农业科技服务体系就是在农业科技进步的基础上建设起来的,现代农业科技服务体系的发展为农业现代化建设、为农民增收提供了重要的信息和技术,为现代农业社会服务体系提供了骨干力量,为农业科技创新提供了动力和源泉,为建成小康社会提供了重要保证。随着我国农村信息化建设的深入推进,农业科技技术应用尤为重要,特别在为农户提供农业科技服务和促进农业科技成果转化方面,直接影响农业社会化服务体系的因素主要是农业科技服务的整体水平,甚至是影响了整个农业和国民经济的发展。但是,在现代化农业推进和农业经济快速发展的前提下,人们对农业技术有了更新层次的要求,现代农业科技服务方式对人们多元化和知识化的需求已经远远不能完全满足。因此,要想弥补现有体系不足,必须对现代农业科技服务体系进行改革和完善,只有这样才能适应市场经济发展和推进农业现代化进程任务。目前,农村存在“信息富有和“知识贫困”现象频发发生,改变这种局面的主要任务必须对农业科技服务进行改革和创新。目前来看,只有对农业科技服务进行创新才能保证农业高效、快速发展以及农民增收。人们在探究如何增强现代农业科技服务体系这些问题解决办法中,主要采取方法有对科技服务体系加大投入,研发和推广农业科技科研成果,并且快速将农业科技成果转化为生产力。因此,大家广泛关注的农业科技服务体系必须进行改革和创新。本文在湖南省农业科技服务理论体系介绍的基础上,对湖南省农业科技服务体系进行现状分析与研判,在通过作者对比国内外现代农业科技服务体系发展经验的同时,通过整合、分析、对比研究可以找出湖南省与我国各个地区之间的差异与不足,在对比分析对象主要针对国内外典型国家与案例进行研究的基础上,提出完善湖南省现代农业科技服务体系对策措施,对湖南省农业科技服务体系的构建与发展具有重大的理论意义和现实意义。
[Abstract]:With the further development of information society and modern agriculture, the traditional agriculture of our country has changed gradually with the change of the times, and the service mode of modern agriculture has penetrated into the whole process of agricultural production. The service system of modern agricultural science and technology is built on the basis of the progress of agricultural science and technology. The development of modern agricultural science and technology service system provides important information and technology for the construction of agricultural modernization and the increase of farmers' income. It has provided the backbone for the modern agricultural social service system, provided the motive force and the source for the agricultural science and technology innovation, provided the important guarantee for the establishment of the well-off society. The application of agricultural science and technology is particularly important, especially in providing agricultural science and technology services for farmers and promoting the transformation of agricultural science and technology achievements. The main factors that directly affect the agricultural socialized service system are the overall level of agricultural science and technology service, and even the development of the whole agriculture and national economy. With the advance of modern agriculture and the rapid development of agricultural economy, people have a new level of requirements for agricultural technology. The demand of modern agricultural science and technology service mode for people's diversification and knowledge has been far from being fully satisfied. Therefore, if we want to make up for the deficiency of the existing system, we must reform and perfect the modern agricultural science and technology service system. Only in this way can we adapt to the development of market economy and promote the task of agricultural modernization. At present, the phenomenon of "information rich" and "knowledge poverty" occurs frequently in rural areas. The main task of changing this situation is to reform and innovate the agricultural science and technology service. At present, only the innovation of the agricultural science and technology service can guarantee the agricultural efficiency. Rapid development and increase in farmers' income. People are exploring how to strengthen the modern agricultural science and technology service system to solve these problems, the main methods are to increase investment in science and technology service system. Research and development of agricultural science and technology research and development, and rapid transformation of agricultural scientific and technological achievements into productivity. The agricultural science and technology service system must be reformed and innovated. Based on the introduction of Hunan province agricultural science and technology service system, this paper analyzes and evaluates the present situation of Hunan province agricultural science and technology service system. By comparing the development experience of modern agricultural science and technology service system at home and abroad, through integration, analysis, comparative study can find out the differences and deficiencies between Hunan Province and various regions of China. On the basis of comparative analysis on the typical countries and cases at home and abroad, this paper puts forward countermeasures and measures to improve the service system of modern agricultural science and technology in Hunan Province. It is of great theoretical and practical significance to the construction and development of agricultural science and technology service system in Hunan Province.
