农村公共服务供给中的村民参与:供给过程与服务类型的二元分析

【摘要】：在公共服务供给中供给村民参与机制,是提高公共服务供给精准度水平的可选路径。村民参与农村公共服务供给的有效空间,受到供给过程和服务类型的制约,由此型塑了村民参与公共服务供给的多元参与模式。在生产型参与中,村民可以通过开展集体互助活动,在社会治安、环境保护和水利灌溉设施建设中实现服务的自我供给。在决策型参与中,在供给前可以引入公共协商程序,让村民就公共服务决策进行协商对话以凝聚共识。在监督型参与中,村民可以借助公共服务清单制度对供给进行监督。在校对型参与中,村民可以通过民主评议制度对供给存在的问题进行纠正和改进。
[Abstract]:The supply of villagers' participation mechanism in the public service supply is an optional path to improve the level of public service supply accuracy. The effective space for villagers to participate in the rural public service supply is restricted by the supply process and service type. This model molded the multi-participation mode of villagers' participation in the supply of public services. In production-oriented participation, villagers can carry out collective mutual assistance activities and public security. In the process of environmental protection and water conservancy and irrigation facilities construction, the self-supply of service can be realized. In the decision-making participation, the public consultation procedure can be introduced before the supply. Let the villagers on the public service decision-making consultation dialogue to gather consensus. In the supervised participation, villagers can use the public service list system to supervise the supply. In the proofreading participation. Villagers can correct and improve the problems existing in supply through democratic appraisal system.
