城镇化背景下农村土地制度改革研究

【摘要】：城镇化一般而言是人口向城镇集中的过程,这其中包括了人口城镇化和土地城镇化两大核心问题。土地作为城镇化的空间载体,其规划管理有一套完整而复杂的制度体系,其制度演变遵循着一定的成本—收益考虑和博弈过程。当前我国处于加快推进新型城镇化建设的进程中,在土地和人口的城镇化过程中产生了诸多与土地相关的问题,为农村土地制度改革提出了新的要求。因此,对农村土地制度改革的思考必然需要结合城镇化的视角。文章基于城镇化与农村土地制度的关系展开,将城镇化作为农村土地制度演化的路径约束条件,通过演化博弈论模型阐述农村土地制度的变迁与选择规律;将时间演变与空间形态相结合,借助制度分析和定量分析方法,梳理中国城镇化进程和土地制度变迁的历史脉络和现状,阐述了城镇化现状下的主要土地问题;并对当前农村土地制度改革的方案与实践进行梳理与评价。最后,在新型城镇化要求下探讨中国土地制度改革的方向,认为所有权争论并不是当前土地制度的首要问题,应提高农民在农地市场博弈过程中的地位,建立和完善城乡统筹的土地流转机制。
[Abstract]:Urbanization is generally the process of population concentration, which includes two core issues: urbanization of population and urbanization of land. As a spatial carrier of urbanization, land planning and management has a complete and complex institutional system, and its institutional evolution follows a certain cost-benefit consideration and game process. At present, China is in the process of speeding up the construction of new urbanization, and many problems related to land and population have arisen in the process of urbanization, which has put forward new requirements for the reform of rural land system. Therefore, the reform of rural land system must be combined with the perspective of urbanization. Based on the relationship between urbanization and rural land system, this paper takes urbanization as the path constraint condition of the evolution of rural land system, and expounds the law of change and choice of rural land system through evolutionary game theory model. Combining temporal evolution with spatial form, with the help of institutional analysis and quantitative analysis, this paper combs the historical context and present situation of China's urbanization process and land institutional change, and expounds the main land problems under the present urbanization situation. And the current rural land system reform program and practice are combed and evaluated. Finally, under the demand of new urbanization, this paper discusses the direction of land system reform in China, and holds that the dispute of ownership is not the first issue in the current land system, and the farmers' position in the game process of farmland market should be improved. Establish and perfect urban and rural land transfer mechanism as a whole.
