重庆市农业社会化服务供需影响因素研究

【摘要】：农业社会化服务是农业现代化的前提与基础,目前重庆市正处在由传统农业向现代农业转变的关键阶段,农业社会化服务发展要适应农业现代化建设的新阶段,必须要进一步健全和完善农业社会化服务体系,以应对复杂的环境和各种挑战。目前,重庆市已经初步形成了贯穿产业链条、多主体参与的社会化服务体系,但在服务的过程中普遍存在供给主体提供的服务内容不能有效满足农户需求,供给主体提供的服务渠道单一、内容有限等一系列供需失衡问题,使重庆市新型农业社会化服务体系建设面对着严峻挑战。本研究通过实际调查农户与社会化服务主体的需求与供给现状,综合分析重庆市农业社会化服务供需现状,结合相关理论,分别分析重庆市农业社会化服务需求与供给的影响因素,进而找到影响农业社会化服务供给与需求的关键因素,最后结合重庆市农业社会化服务现状综合分析,确定导致重庆市农业社会化服务供需失衡的主要影响因素,有利于重庆市在健全完善农业社会化服务体系中,抓住影响农业社会化服务供需关键因素来改善重庆市农业社会化供需现状,调整和优化农业社会化服务体系。为了全面了解重庆市农业社会化服务的需求与供给的基本情况,本研究对重庆市长寿区、江津区、璧山区、大足区、潼南县、万州区、奉节县、石柱县、酉阳县等23个区县的农户与服务主体展开了问卷调查。通过对农业社会化服务需求的现状分析中发现,重庆市农业社会化服务部分潜在需求未释放,需求结构有待优化。通过对农业社会化服务供给现状分析发现,供给主体逐渐多元化,但主体提供的服务范围小,服务内容单一。进一步深入分析农业社会化服务供需过程,发现重庆农业社会化服务供需衔接中农业社会化服务供需在农业社会化服务数量、质量、结构存在问题。其中供给数量差异主要表现在,农业信息服务量、农业技术培训、金融服务供给数量不能满足需求数量；供给服务质量差异主要表现在,农资服务、农业技术培训、农业信息服务、金融服务在质量上不能满足农户需求；供需服务结构差异主要表现在,农户对各类综合服务都有较多的需求,但供给主体侧重提供技术服务与农机服务。通过对重庆市农业社会化服务需求的影响因素分析发现,土地规模、农业生产收入对农业社会化服务需求有促进作用,兼业化程度对农业社会化服务需求有抑制作用,农户年龄和受教育程度对农业社会化服务需求的影响方向和程度不相同。在农业社会化服务供给影响因素方面,服务主体经营状况、政府支持、主体需求认知、制度保障对农业社会化服务供给有正向作用,服务主体基本特征对农业社会化服务供给的影响不明显。结合重庆市农业社会化服务供需的现状,综合分析重庆市农业社会化服务供需存在问题的原因,发现导致重庆是农业社会化服务供需问题的主要原因在于服务主体的经营状况不佳、政府支持力度不够以及服务主体对需求信息的认知程度不足,以及农户土地规模不足、农业生产收入较低以及兼业化程度过高。结合研究结论与重庆市社会化服务发展的现状以及存在的问题,为改善重庆市农业社会化服务供需现状,提出要健全完善农业信息服务系统、释放农户对农业社会化服务的需求、加强社会化服务主体建设、优化服务体系运行环境的具体措施建议。
[Abstract]:Agricultural socialization service is the premise and foundation of agricultural modernization. At present, Chongqing is in the key stage from traditional agriculture to modern agriculture. The development of agricultural socialization service should adapt to the new stage of agricultural modernization. It is necessary to further improve and improve the service system of agricultural socialization so as to cope with complex environment and various kinds of conditions. At present, Chongqing has initially formed a social service system that runs through the industrial chain and participates in many subjects. However, in the process of service, the service content provided by the supplier can not effectively meet the needs of the farmers, the service channels provided by the supplier are single, the content is limited and a series of imbalance between supply and demand, which makes Chongqing City The new agricultural socialization service system is facing a severe challenge. Through the actual survey of the demand and supply status of farmers and social services, this paper analyzes the present situation of the supply and demand of agricultural socialized service in Chongqing, and analyzes the influencing factors of the demand and supply of agricultural social services in Chongqing, and then to find out the influencing factors of the service demand and supply of agricultural society. To the key factors that affect the supply and demand of agricultural socialized service, combined with the comprehensive analysis of the present situation of agricultural socialized service in Chongqing, the main factors that lead to the imbalance of the supply and demand of agricultural socialized service in Chongqing are determined, which is beneficial to the improvement of the agricultural socialization service system in Chongqing and the influence of the agricultural socialization service supply. We need key factors to improve the supply and demand of agricultural socialization in Chongqing and adjust and optimize the agricultural socialization service system. In order to fully understand the basic situation of the demand and supply of agricultural socialized service in Chongqing, this study is on Chongqing City longevity district, Jiangjin District, Bishan District, Dazu District, Tongnan County, Wanzhou District, Fengjie County, Shizhu County, Youyang county and so on. A questionnaire survey was conducted in 23 districts and counties. Through the analysis of the present situation of the service demand of agricultural socialization, it was found that the potential demand of the agricultural socialized service in Chongqing was not released and the demand structure needed to be optimized. The service range is small and the service content is single. Further in-depth analysis of the supply and demand process of agricultural socialized service is further analyzed. It is found that there are problems in the quantity, quality and structure of the service supply and demand of agricultural socialization service in the Chongqing agricultural socialized service supply and demand. The difference of supply and quantity is mainly manifested in the quantity of agricultural information service and agricultural technology. The quantity of financial service supply can not meet the demand quantity; the difference of supply service quality is mainly manifested in the quality of agricultural service, agricultural technology training, agricultural information service and financial service. The difference of supply and demand service structure is mainly manifested in the demand for all kinds of comprehensive services, but the supply is supplied. The main focus is to provide technical services and agricultural machinery services. Through the analysis of the factors affecting the service demand of agricultural socialization in Chongqing, it is found that the scale of land and the income of agricultural production have a promoting effect on the service demand of agricultural socialization, and the degree of industrialization has an inhibitory effect on the service demand of agricultural socialization, and the age and education degree of farmers are on the agricultural society. The direction and degree of the influence of the service demand are different. In the aspects of the influence factors of the service supply of agricultural socialization, the operation status of the service subject, the government support, the cognition of the main demand, the system guarantee have a positive effect on the supply of agricultural socialization service, and the effect of the basic features of the service subject on the agricultural socialization service supply is not obvious. The present situation of the supply and demand of agricultural socialized service in the city of Chongqing is analyzed, and the reasons for the problem of the supply and demand of agricultural socialized service are analyzed. It is found that Chongqing is the main cause of the problem of the service supply and demand of the agricultural socialized service because of the poor operating condition of the service subject, the lack of government support and the lack of cognition of the service subject to the demand information. In order to improve the present situation of the supply and demand of agricultural socialized service in Chongqing, this paper proposes to improve the agricultural information service system and release the farmers' socialization to agriculture. The specific measures and suggestions for strengthening the construction of social service entities and optimizing the operation environment of the service system are put forward.
