规模化养殖视角下潍坊市养殖合作社发展研究

【摘要】：随着我国养殖业生产取得了快速发展和进步,养殖方式也由分散的个体经营或“家庭农场”向集约化、规模化经营转变,养殖合作社也相应得到很好的发展。《农民专业合作社法》自2007年7月1日颁布至今,在养殖产业的有效利用和科学发展中依然存在着一些问题:畜牧业生产方式有待加快转变,养殖规模存在调整与整合,合作社发展中管理体系不合理,缺乏人才的激励机制,政府的扶持力度不够等。作为全国重要农牧业基地的山东省,一直在养殖产业布局中占据着重要的战略地位,并发挥着重要的主体作用。本文以山东省潍坊市养殖合作社为研究对象,深入分析研究潍坊养殖合作社发展现状。以规模化养殖视角为切入点,揭示养殖合作社发展中的普遍优势与缺点,并对当下规模化养殖环境中出现的问题提出合理化建议,以期对潍坊养殖产业的发展提供借鉴意义。本文通过对国内外相关研究文献的查阅分析,并走访有关专家和实地调研,对于典型案例进行详细访谈,了解和记录合作社和养殖户自身分别对于当前经营中存在的问题、双方需求和经济效益分析等内容。本文主体内容共七项:(1).首先根据合作社在国内迅速发展的大背景下,笔者认为对此选题的研究对当前养殖产业的发展有更好的参考价值意义,并提出研究路线和方法;(2).总结和归纳关于合作社理论基础以及合作社发展中的相关理论概念,让部分文化水平层次不高的养殖户也可以充分理解本文论述内容;(3).简要介绍潍坊市养殖规模化发展概况和潍坊市养殖合作社发展历程和模式(4).通过调查问卷和现场座谈的方式对潍坊市养殖合作社典型案例进行调研和探讨,分析总结当前合作社运营的现状;对潍坊市养殖合作社发展中存在的问题进行分析,具体包括:未彻底执行《章程》规范;资金困难问题;内部制度不规范;缺少技能和管理人才;社员素质和技术水平亟待提高;政府支持力度不足和落实困难;(5).借鉴发达国家合作社发展的经验,利用国外先进养殖模式发展本国基础产业;(6).根据前文内容针对问题提出相应对策和建议,具体包括:严格管控养殖合作社成立门槛;强化内部管理规范;加强人才培养;帮助农户提高养殖效益;提升养殖合作社各项服务能力;加大政府政策扶持力度;突破传统合作社经营模式;(7).结语
[Abstract]:With the rapid development and progress of aquaculture production in China, the way of farming has also changed from decentralized individual operation or "family farm" to intensive and large-scale management. Since July 1, 2007, there are still some problems in the effective utilization and scientific development of the farming industry: the mode of production of animal husbandry needs to be changed quickly. The scale of breeding is adjusted and integrated, the management system in the development of cooperatives is unreasonable, the incentive mechanism of talents is lacking, and the support of government is not enough. As an important agricultural and animal husbandry base in China, Shandong Province has always occupied an important strategic position in the distribution of aquaculture industry and played an important role in the main body. In this paper, Weifang City, Shandong Province culture cooperatives as the research object, in-depth analysis of Weifang culture cooperatives development situation. From the angle of view of large-scale culture, this paper reveals the common advantages and disadvantages in the development of aquaculture cooperatives, and puts forward some reasonable suggestions on the problems in the current large-scale culture environment, in order to provide reference significance for the development of Weifang aquaculture industry. Through consulting and analyzing the relevant research literature at home and abroad, and visiting relevant experts and field investigations, this paper makes detailed interviews on typical cases, understands and records the problems existing in the current management of cooperatives and farmers, respectively. Both sides need and economic benefit analysis and so on content. The main content of this paper is composed of seven elements: 1: 1. Firstly, under the background of the rapid development of cooperatives in China, the author thinks that the research on this topic has better reference value for the development of current aquaculture industry, and puts forward the research route and method. This paper summarizes and summarizes the theoretical basis of cooperatives and related theoretical concepts in the development of cooperatives, so that some farmers with low cultural level can also fully understand the contents of this article. This paper briefly introduces the development of scale culture in Weifang city and the development course and mode of culture cooperative in Weifang city. Through the questionnaire and on-site discussion of the typical case of Weifang City Culture Cooperative investigation and discussion, analysis and summary of the current situation of cooperative operation; Weifang City Culture Cooperative Development of the existing problems are analyzed. These include: failure to thoroughly implement the regulations of the "articles of Association"; financial difficulties; non-standard internal systems; lack of skills and managerial personnel; quality and technical level of members urgently to be improved; and insufficient government support and difficulties in implementation. Based on the experience of the development of cooperatives in developed countries, the advanced breeding model of foreign countries is used to develop the basic industry of our country. According to the above contents, the corresponding countermeasures and suggestions are put forward, including: strictly controlling the threshold of establishment of aquaculture cooperatives; strengthening the internal management norms; strengthening the cultivation of talents; helping farmers to improve the efficiency of farming; To enhance the service capacity of farming cooperatives; to increase government policy support; to break through the traditional cooperative management model.
