开封市农村剩余劳动力转移研究

【摘要】：农村剩余劳动力转移问题在不同时期呈现出不同的特点,解决办法也需要根据时代做出调整。当前形势下,农村剩余劳动力转移到城市当中主要是从事职业技能要求较低的劳动行业。受限于自身条件和输送通道等因素,难以流通到技术含量更高级别的工作岗位当中,对后续农村劳动力的转移形成了阻碍。开封市目前农业生产模式较为传统,通过生产方式的改变还有较多的农村剩余劳动力转移空间。同时,“郑汴一体化”进程的的加快实施为开封市的经济提供了巨大的带动作用,让开封市出现了更多的就业空间。如何解决开封市农村剩余劳动力的转移问题对开封市的经济发展有着至关重要的作用。本文首先查阅了大量农村剩余劳动力转移的相关文献,在目前学者研究的基础上,结合开封市本身的发展状况,总结整理了开封市农村劳动力转移中存在的问题,探究制约开封市农村剩余劳动力转移的其他因素,提出了促进开封市农村劳动力合理转移的对策。首先对开封市目前的剩余劳动力转移现状做出了测算和相关调查。然后分析了农村剩余劳动力转移过程中存在的问题,包括输送通道单一、受教育程度偏低、政策执行不达预期、就业环境诚信缺失以及产业结构不合理五个方面。最后结合分析整理的洛阳和杭州两个农村剩余劳动力转移工作取得良好成效的城市的经验做法,结合开封市的实际情况,从拓宽输送渠道、增进农民文化教育和职业技能培训、促进政策执行效果、加大就业环境监管力度和调整产业结构等方面提出了促进开封市农村剩余劳动力顺利转移的建议。
[Abstract]:The problem of rural surplus labor transfer presents different characteristics in different periods, and the solutions should be adjusted according to the times. Under the current situation, the rural surplus labor force is mainly engaged in the labor industry with low vocational skill requirement. Restricted by their own conditions and transportation channels, it is difficult to flow to the higher level of technical jobs, which hinders the subsequent transfer of rural labor force. At present, Kaifeng has a more traditional mode of agricultural production, and there is still more room for the transfer of rural surplus labor force through the change of production mode. At the same time, the accelerated implementation of the process of "Zheng-Bian Integration" provides a huge driving effect for the economy of Kaifeng City, and makes more employment space appear in Kaifeng City. How to solve the transfer of rural surplus labor force plays an important role in Kaifeng's economic development. This article first consulted a large number of rural surplus labor transfer related literature, on the basis of current scholars' research, combined with the development of Kaifeng City itself, summarized and sorted out the existing problems in the rural labor force transfer in Kaifeng City. This paper probes into other factors restricting the transfer of rural surplus labor force in Kaifeng, and puts forward some countermeasures to promote the rational transfer of rural labor force in Kaifeng. First of all, the current situation of surplus labor transfer in Kaifeng City has been measured and investigated. Then it analyzes the problems existing in the process of transferring rural surplus labor force, including five aspects: single transportation channel, low level of education, poor policy implementation, lack of good faith in employment environment and unreasonable industrial structure. Finally, combining the experience and practice of the two cities of Luoyang and Hangzhou where the transfer of surplus rural labor force has achieved good results, and combining with the actual situation of Kaifeng, from widening the transportation channels and enhancing the cultural education and vocational skills training of farmers, Some suggestions are put forward to promote the smooth transfer of rural surplus labor force in Kaifeng from the aspects of promoting the effect of policy implementation, strengthening the supervision of employment environment and adjusting the industrial structure.
